Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0026271), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Arlington Wastewater Treatment Plant provides secondary treatment for a design flow of 4 mgd. Current treatment includes preliminary screening, grit removal, primary settling, conventional activated sludge treatment, final settling, and chlorine disinfection. The facility has treated surface discharge to the Hudson River, a class A water.

The following changes to the permit are proposed: Mercury limit and Mercury Minimization Pollution Prevention Plan have been added. Action levels for nickel and cooper are adjusted to reflect the current discharge level. Whole Toxicity Testing Action levels have been revised based on the dilution ratio available in the receiving waterbody. A short-term high intensity monitoring program for bis(2-ethylhexylphthalate) has been added to verify if this parameter is consistently present in the effluent and needs to be limited. A Stormwater Pollution Prevention Plan has been added.

The Firthcliff Sewer District Sewage Treatment Plant has a design flow of 0.12mgd. Treatment consists of consists of grit removal, communition, extended aeration, settling, Chlorination, and Sludge Holding & Hauling. The facility has treated surface discharge to the Moodna Creek, a class C water.

The following changes to the permit are proposed: Permit pages have been updated. Conditions reflect current DEC guidance, format and nomenclature. Use of a recorder for continuous flow monitoring has been added. Effluent monitoring of ammonia has been added. Footnotes for Permit Limits, Levels and Monitoring pages has been updated and reordered. The total Residual chlorine limit at Outfall 001 has been changed to a daily maximum limit of 2.0mg/l from the existing limit range of 0.5 mg/l to 2.0 mg/l.

The Pine Hill WWTP provides tertiary treatment for a design flow of 0.5 MGD. Current treatment includes screening, primary settling, RBC, secondary settling, microfiltration, rapid sand filters, UV disinfection, post aeration, phosphorus treatment and chlorination(if UV not operational). Sludge is treated with lime and pressed and hauled for land application or landfill. The facility has treated surface discharge to Birch Creek, a class B(TS) water.

The following changes to the permit are proposed: A short-term high-intensity monitoring program for copper and mercury has been added. A mercury minimization program has also been added.
