Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a Title V Renewal with modification for the facility. The existing facility includes eight boilers. The facility intends to participate four emergency generators in the Coordinated Demand Response Program (CDRP). Compliance will be achieved by capping NOx emissions from these generators to 22.5 tpy. This permit includes the following: removal of two identical 27 MMBtu/hr each Keeler boilers on 3/28/06; removal of three identical 22 MMBtu/hr each Kewanee boilers on 5/22/08 (permitted under ASF Permit); removal of capped fuel quantities to allow use of natural gas and #6 fuel oil in flexible combinations while maintaining SO2 and NOx emissions as originally permitted.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air Title V Facility permit renewal 2 for a facility that provides power, heating and cooling for the Kings Plaza Shopping Center. The facility operates four 3.2 MW Deutz natural gas spark fired IC engines (replaced five retired Nordberg engines) each with its own emission point; two 16.7 mmbtu/hr Cleaver Brooks boilers which are ducted to a single stack; and three emergency generators. The Deutz engines are subject to 6 NYCRR Part 227-2.4(f) and the Nox emissions are limited to 1.5 grams/bhp-hr.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air Title V permit renewal two for a hospital that operates four Keeler boilers. Three are identical and are rated at 32.2 million BTU/hr. The fourth boiler is rated at 48.4 million BTU/hr. All fire #6 fuel oil and vent to the same stack. The hospital operates two ethylene oxide sterilizers connected with an abator. The facility no longer participates in the PLM/CDRP. Stack testing is required to demonstrate compliance with Particulate and NOx emission limits; also, facility has accepted a 22.5 tpy cap on NOx emissions to avoid the applicability of New Source Review requirement.
