Notice of Availability of State Funds

Municipal Waste Reduction & Recycling (MWRR) State Assistance Program and Household Hazardous Waste (HHW) State Assistance Program

The New York State Department of Environmental Conservation (NYS DEC) accepts applications from municipalities on an ongoing basis for funding under the Municipal Waste Reduction & Recycling (MWRR) State Assistance Program and Household Hazardous Waste (HHW) State Assistance Program. Both programs provide up to 50 percent reimbursement to local governments for eligible project costs, with reimbursement limited to $2.0 million per project. Anticipated funding from the Environmental Protection Fund is subject to annual legislative appropriations.

Eligible Applicants:

These funds are available to municipalities including: counties, cities, towns, villages, local public authorities, local public benefit corporations, school districts, supervisory districts and improvement districts, Native American tribes or Nations residing in New York State, or any combination of the above.

Description of Eligible Projects:

MWRR Recycling Capital Projects - NYS DEC is authorized to provide State assistance to communities for projects that enhance municipal recycling infrastructure through purchasing equipment or construction of recycling and composting facilities. Some examples are: construction of municipally-owned materials recycling facilities and composting facilities; recycling containers and recycling vehicles.

MWRR Recycling Coordinator Projects - NYS DEC is authorized to provide State assistance to communities for Recycling Coordinator salaries and public education programs to expand local recycling and waste reduction programs and increase participation in those programs.

Household Hazardous Waste Projects - NYS DEC is authorized to provide funding to communities for HHW collection days and construction of permanent HHW collection facilities in order to provide a safe alternative for recycling or disposal of household hazardous materials.

Draft Amendment No. 1 to the FFY 2010 CWSRF Intended Use Plan

Additional Funding Availability; Additional Subsidization; Fund Adjustments; and Amended Annual Project Priority List

The New York State Environmental Facilities Corporation (NYS EFC) and the New York State Department of Environmental Conservation (NYS DEC) announce that the Federal Fiscal Year (FFY) 2010 Intended Use Plan (IUP) for the Clean Water State Revolving Fund (CWSRF) for Water Pollution Control Projects is being amended.

Amendment No. 1 reflects the policies and procedures for the administration of portions of New York State's FFY 2010 CWSRF appropriation to be used for additional subsidization, and presents the criteria for selection of projects to receive these funds. The amendment also reflects the availability of an additional $15 million in resources from the FFY 2009 IUP and an additional $25 million in capital released from long term investments back to the CWSRF program. These funds will be available to finance projects during the FFY 2010 IUP financing period.

The amendment will set deadlines for submission of financing applications for projects on the 2010 IUP Annual List. Please see the amendment for details.

Written comments on Amendment No. 1 to the CWSRF IUP will be accepted by mail, e-mail, or fax until close of business, Friday, April 2, 2010.
