Project Description:

The Department has made a determination to modify the existing discharge permit in accordance with the EBPS modification process. Changes include a new seasonal limit of 2.4 mg/l ammonia during the months of November through May and a flow limit increase from 6,000 gpd to the facilities design flow of 10,000 gpd because the Town has completed sewer rehabilitation to reduce extraneous inflow and infiltration from the collection system. The increase in discharge flow is not intended to allow for additional home construction in the subdivision. The draft permit and fact sheet are available for review in the Syracuse Office.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

Drain and excavate approximately 10,000 cubic yards of material from an existing one-acre farm pond located within the watercourse of a tributary to Tributary 3 of Salmon Creek, designated as a Class B Protected Stream, to increase the depth of the pond from 8 feet to 15 feet.

This proposed pond dredging activity is part of a larger proposed project to construct a 19-lot residential subdivision known as Farm Pond Circle Subdivision, near the intersection of Peruville and Collins Roads, in the Town of Lansing, Tompkins County.
