Project Description:

The applicant proposes to modify an existing permit authorizing the mining of 3.5 acres of sand and gravel, within an approved life of mine area of 4.9 acres located on a 230 acre parcel owned by the applicant, to include two changes: The required setback from the neighboring property line to the northwest, by a common boundary agreement, would be eliminated resulting is a common pit floor for both parties. In addition, mining below the water table would take place within the permitted mine. This modification will result in a final site reclamation plan that includes a 1.1 acre open water pond area, approximately 10' deep. The site is located 1800' west of Staplin Road, 3,000' north of Rutland Hollow Road, approximately 2 miles south of Felts Mills.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0021369), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Village of Norwood Wastewater Treatment Plant has a design flow of 0.425mgd. Treatment consists of comminutor, bar screen, three aeration lagoons, a clarifier, and chlorination. Sludge disposal is by landfill. The facility has treated surface discharge into the Raquette River, a class B water.

The following changes to the permit are proposed: Updated format to that in current use, discharge monitoring report official, addresses and phone numbers. A permit limits, levels and monitoring definitions page has been added. For Interim Permit Limits, Levels and Monitoring, a requirement for maximum daily flow has been added. Monthly average and daily maximum effluent limits for total suspended solids has been reduced. Monitoring requirement for copper has been added. Footnotes 2 and 3 have been deleted. For Final Permit Limits, Levels and Monitoring, develop final effluent limits for total chlorine residual. Monitoring and report requires for maximum daily flow has been added. Monthly average and daily maximum effluent limits for total suspended solids has been reduced. Monitoring requirement for copper has been added. Footnotes 2 and 3 have been deleted. A monitoring locations map has been added. A water diagram with sampling point locations has been added. Mercury minimization program requirements have been added. A schedule of compliance for achievement of final total chlorine residual effluent limit has been added. Discharge notification requirements have been added.
