Public Notice

Pursuant to Title 3, Article 49 of the Environmental Conservation Law, the New York State Department of Environmental Conservation (NYS DEC) hereby gives public notice of the following:

Notice is hereby given, pursuant to Section 49-0305(9) of the Environmental Conservation Law, of NYS DEC's intent to acquire a Conservation Easement from
the City of New York, over certain lands located in the following counties: Dutchess, Putnam, Westchester, Greene, Delaware, Ulster, Schoharie and Sullivan Counties, New York.

These conservation easements are to be acquired, in accordance with the New York City Watershed Memorandum of Agreement dated January 21, 1997, over lands acquired in fee by the City of New York between January 1, 2004 and December 31, 2009.

Negative Declaration

Dutchess County - The Town of Hyde Park Planning Board, as lead agency, has determined that the proposed Hyde Park Brewery will not have a significant adverse environmental impact. The action involves a proposal to alter the façade of an existing building, including the installation of stucco and stone façade, addition of a short roof between the first and second floors, removal of the side lights for the main entrance and brewery doors, replacement of the existing canopy with a combined enclosed entrance and canopy and other associated site improvements. The project is located at 4076 Albany Post Road (Route 9) in the Town of Hyde Park, New York.

Westchester County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Manursing Lake Habitat Restoration will not have a significant adverse environmental impact. The action involves a proposal by the applicant for excavation and fill along approximately 1,500 linear feet of the shore of Manursing Lake (AKA Playland Lake) within the New York State Tidal Wetland Littoral Zone and Adjacent Area. Shore areas will be cut and filled to develop additional tidal marsh and to remove existing stands of Phragmites sp., an invasive species. The project is located at Playland Park in Rye, New York.

Notice of Acceptance of Final EIS

Dutchess County - The Town of Dover Town Board, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Knolls of Dover. The Final EIS is available on line at: http://www.townofdover.us/. The action involves a comprehensive redevelopment of the former Harlem Valley Psychiatric Center (HVPC) property and an adjacent parcel (former Dykeman property) with a mixed-use community located near the existing Metro-North Railroad Wingdale train station. The development program includes approximately 1,376 dwellings in a wide variety of unit-types, approximately 238,500 square feet of commercial space, and approximately 70,250 square feet of community facility or recreation center space in a traditional neighborhood design (TND) pattern. The Proposed Action being considered under SEQRA includes a Master Development Plan, Design Standards, and certain zoning amendments. The project straddles NYS Route 22 in Wingdale, New York. The perimeter has frontage on NYS Route 55 (as it splits from NYS 22), Pleasant Ridge Road (County Route 21), Hoags Corners Road and Old Pawling Road.
