Project Description:

The applicant proposes to dredge approximately 335 cubic yards of accumluated gravel from the shoreline of Canandaigua Lake deposited at the mouth of a tributary stream. The project site is located on East Lake Road, about 1/2 mile south of Turner Road. The dredge area is about 93 feet wide by 80 feet long.

Project Description:

The Department proposes a Department Initiated Modification of the existing Air State Facility Permit for the Wilson Quarry, to revise and update Title V capping and Compliance Demonstration Conditions. This will modify the AFS Permit, last modified on March 29, 2000, to reflect current regulations. An emission limit for carbon monoxide (CO) is proposed for the permit in addition to current limit on emissions of oxides of nitrogen (NOx). Facility CO emissions, as well as NOx emissions, will be limited to below the 100 ton per year threshold of applicability in 6 NYCRR Part 201-6 (Title V) regulations. Keeler will continue to be subject to NSPS Subparts I and OOO for their hot mix asphalt plant and nonmetallic mineral processing operation.

This Department Initiated Modification requires a public notice and comment period due to the addition of the CO emissions limit, and because of a change in the method of calculation of facility-wide emissions. NOx and CO emissions for facility diesel generators will now be calculated for each individual power unit, with calculations based on monthly hours of operation and manufacturer's emission specifications for that unit. Likewise, hot mix asphalt plant NOx and CO emissions shall be based on updated EPA AP-42 emission rates for batch type asphalt plants using number 2 fuel oil or waste oil A, at 0.12 pounds NOx per ton of hot mix asphalt produced, and 0.40 pounds CO per ton of hot mix asphalt produced. This will replace current emission calculations based on fuel use and asphalt production, which yielded a 101,000 gallon overall generator fuel use limit, and a 230,000 ton limit on annual asphalt production. Total NOx and CO emissions shall not exceed 199,800 pounds per year each based on a 12 month total calculated monthly. The Department considers the proposed method of calculation to be more accurate.

The modified permit will also authorize the use of "Waste Oil A", as defined in 6 NYCRR Part 225-2.2, and continues to require that records to document facility emissions must be maintained on site for 5 years, and be made available to department inspectors on request.
