Project Description:

The proposed action involves the expansion of an existing sand and gravel surface unconsolidated mine located along New York State Route 80 in the Town of Pittsfield, Otsego County. The existing permitted sand and gravel mine includes a 42 acre Life of Mine (LOM) area situated on the northern half of an approximately 110 acre property. The proposed expansion involves the addition of 12 acres adjacent to the existing mining operation on the southwest side of the property. No changes in mining operations are proposed as a result of this modification.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Apr 02, 2010.

Project Description:

The applicant proposes the development of a 10-lot single-family residential subdivision on the 55.8 +/- acre site located off Eaton Corners Road just north of the intersection with County Route 30 in the Town of Duanesburg. The project will result in 0.03 acres of permanent impacts to federal jurisdictional wetlands and approximately 125 linear feet of stream channel associated with driveway and culvert installations. Approximately 0.67 acres of undisturbed federal jurisdictional wetlands remaining on the site and the A. Hurd Historic Site, identified on-site with the consultation of the NYS OPRHP, will be preserved and protected by placement of these areas within a Declaration of Restrictive Covenants.

SEQR Lead Agency: Duanesburg Town Planning Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:
