Project Description:

The NYS Department of Health - Wadsworth Center proposes to obtain a permit under 6NYCRR Part 360 to operate a Regulated Medical Waste (RMW) Treatment Facility at its Biggs Laboratory located at the Empire State Plaza Tower Building. The facility would treat conventional regulated medical wastes (CRMW) in its decontamination autoclaves, which use steam and high pressure to sterilize the wastes prior its disposal at an authorized disposal facility. The wastes are generated from the laboratory facility.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0027758), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Town of Colonie Mohawk View Wastewater Treatment Plant is a publicly owned treatment plant that has a design flow of 6.0mgd. Treatment consists of screening, grit removal, primary clarification, activated sludge, secondary clarification, and disinfection. Sludge is dewatered using a belt filter press. Reject water is returned to the head of the plant, and solids are landfilled at the Town of Colonie Sanitary Landfill. The facility has treated surface discharge to the Mohawk River, a class A water. The following changes to the permit are proposed: Correct facility location address. List stormwater runoff outfalls 002-009. A monitoring definitions page has been added. A monitoring requirement for daily maximum flow has been added. Effluent limit type from 30 day arithmetic avg. to daily maximum for ammonia nitrogen and total Kjeldahl nitrogen at outfall 001 has been changed. Footnotes have been added to permit limits, levels and monitoring page. A new water diagram, a stormwater outfall locations map and a location map for outfall 001 has been added. Mini Pretreatment Program requirements and Discharge Notification requirements has been updated. Mercury Minimization program requirements have been added. Department address and telephone numbers have been updated.

Section 401 - Clean Water Act Water Quality Certification

Project Description:

The Department has made a dertermination to renew and modifiy the exisitng Water Quality Certificate (WQC) for the Green Island Hydroelcetric Project. The WQC is being issued as part of the Federal Energy Regulatory Commission relicensing process. The existng hyrdoelectric project consists of a concrete dam and powerhouse containing four hydroelectric turbines with a total generating capacity of 6 MW. The proposed modification of the project will consist of a rehabilitation of the existing dam and expansion of the exisitng powerhouse to include four new generating units. The existing powerhouse will also be refurbished and four new generating units will be installed in it to bring the total generating capacity of the modified project to 48 MW. The project improvements also includes the installation of a fish exclusion system upstream of the powerhouse. The project modifications will also require the excavation of approximately 164,000 cubic yards of material, primarily bedrock and the placement of approximately 59,000 cubic yards of fill (concrete) within the Hudson River. The project will continue to be operated in run-of-river mode. The project is located on the Hudson River, approximately one mile downstream of the Fifth Branch of the Mohawk River.
