The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and has made a tentative determination to issue a new State Facility Permit for the construction and operation of a new 374-bed hospital, the Orange Regional Medical Center, with associated air emission sources consisting of three (3) utility boilers and three (3) emergency generators. The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and the Federal Clean Air Act Amendments and made a tentative determination to approve this application. The three utility boilers are subject to the monitoring and reporting requirements of limited sulfur in fuel under 40 CFR 60.Dc - Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units. The three emergency generators are subject to manufacturer certification requirements under 40 CFR 60.IIII - Standards of Performance for Stationary Compression Ignition Internal Combustion Engines. Facility wide emissions of oxides of nitrogen (NOx) and sulfur dioxide (SO2) are limited below major stationary source thresholds.

The Standard Industrial Classification representative of this facility is 8062 - General Medical & Surgical Hospital. By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

Project Description:

The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to issue a modification to the State Facility Permit for Hipotronics.

Hipotronics Inc manufactures and assembles high voltage test equipment for utilities and producers of power delivery apparatus. This includes high voltage transformers and reactors, tanks, high voltage capacitors, high voltage bushings, tap switches and toroids, PVT regulators, and electronic subassemblies and controls.

Permitted sources consist of five curing ovens, three paint spray booths and a general process exhaust. The facility operates exempt/trivial sources including maintenance/vocational activities. Heating needs are met by three exempt 1.8 mmBTU/ hr gas fired space heaters and small hot water boilers. There are no emergency generators onsite.

VOC emissions have been capped below 10 tons per year as defined by permit condition under 6NYCRR Part 201-7. This governing limit shall qualify the facility as exempt from 6 NYCRR 228 applicability. The facility is subject to monitoring and reporting requirements under 6NYCRR Parts 201, 212 and 40 CFR 63 Subpart WWWWWW. The facility is not subject to 40CFR 60 Subpart HHHHHH (§ 63.11170(a)(3)). Various other NESHAP regulations do not apply because Hipotronics is not a major source of HAPs.

Modification 0
The proposed modification involves the addition of a primer to the spray coating operations. This will result in greater paint and coating durability of manufactured equipment. The facility shall comply with a VOC emissions cap of less than 10 tons per year. A state facility permit will supersede the current registration and shall contain all applicable state and federal regulations.

By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

The (22) batch tumble dryers, (2) batch washers, and (5) ironing machines are exempt sources and are not listed in the permit. The facility proposes to cap out of Title V applicability by adopting enforceable permit conditions limiting facility-wide emissions of NOx to 22.5 tpy.
