Notice of Acceptance of Draft SEIS and Extension of Public Comment Period
Hamilton County - The New York State Department of Environmental of Conservation (NYS DEC), as lead agency, has accepted a Draft Supplemental Environmental Impact Statement on the proposed Amendment to the Jessup River Wild Forest Unit Management Plan (UMP)/Final EIS. The notice of acceptance of the Draft Supplemental Environmental Impact Statement originally appeared in the January 20, 2010 Environmental Notice Bulletin (ENB). The Public Comment Period has now been extended until March 29, 2010. Copies of the amendment and the Draft SEIS are posted on the NYS DEC website at: http://www.dec.ny.gov/lands/22599.html.
By way of background, on July 26, 2007, NYS DEC rescinded those portions of the Jessup River Wild Forest UMP/Final EIS and those portions of the associated SEQRA Findings related to the use of snowmobiles. This action was undertaken in accordance with the Honorable John C. Egan's Stipulation and Order in the matter of Adirondack Mountain Club, et al. v. Adirondack Park Agency (APA), NYS DEC and New York State Office of Parks, Recreation and Historic Preservation (NYS OPRHP) dated June 27, 2007. The parties agreed that pending APA conformance determinations with the Adirondack Park State Land Master Plan (APSLMP), the Jessup River UMP/Final EIS would be amended and reissued to reflect the determinations(s) in accordance with applicable law, including SEQRA.
NYS DEC has completed this Draft Amendment for the Jessup River Wild Forest Area UMP/Final EIS in conformance with the November 2009 "Management Guidance - Snowmobile Trail Siting, Construction and Maintenance on Forest Preserve Lands in the Adirondack Park". Accordingly, some trails and trail segments in the southern portion of the Jessup River Wild Forest are proposed for closure. In addition, snowmobile trail classes were identified for each trail that will remain open. This Wild Forest Area is located in the Towns of Arietta, Indian Lake, Lake Pleasant and Wells, New York. The proposed snowmobile trail closures involve the portion of the unit in the Towns of Arietta and Lake Pleasant, New York.
