Notice of Adoption
Pursuant to Environmental Conservation Law 1-0101(3)(b), 1-0101(3)(d), 3-0301(1)(b), 3-0301(1)(d), 3-0301(2)(m), 9-0105(1) of the Environmental Conservation Law, Executive Law section 816(3) and Article 14, section 1 of the New York State Constitution, the New York State Department of Environmental Conservation (NYS DEC) hereby gives notice of the following:
Amendment of 6 NYCRR Section 196.4, Operation of Mechanically Propelled Vessels and Aircraft in the Forest Preserve. This authorizes an interim permit system that sets limits on the time and frequency of flights to Lows Lake.

Negative Declaration
Washington County - The Easton Town Planning Board, as lead agency, has determined that the proposed Reynolds Major Resubdivision #10-09 will not have a significant adverse environmental impact. The action involves the resubdivision of Lot 6 of a previous plat, for the purpose of creating one single family residence lot. The area lies within a NYS wetland and Town of Easton Critical Environmental Area (CEA)-3. The property also lies within an MDR (medium density residential) area of the Town Land Use Plan Map. Due to the proposed new lot size of 2.5 acres, lot development is limited by the proximity to a NYS wetland and by a stream flowing through the adjoining property on the east. The introduction of a residence in this location will provide a visual grouping of houses, the addition of a driveway on this section of Windy Hill Road and increased traffic. The area is characterized by other similar residential lots within a wooded area including a wooded pasture, and in the vicinity of a State permitted gravel mining activity. The project is located on the south side of Windy Hill Road, adjacent to the Town of Easton CEA-3 in the Town of Easton, New York.
