Public Meeting Notice

The New York State Department of Environmental Conservation (NYS DEC) has completed this Draft Unit Management Plan (UMP) for the Jay Mountain Wilderness Area. The unit is comprised of one Forest Preserve parcel. At 7,951 acres, the unit is the smallest Wilderness Area in the Adirondack Park. Key proposals in the Draft UMP include: a re-route of portions of the Jay Mountain Trail below the ridge to alleviate erosion problems caused by improper trail layout, creation of an official trailhead near the junction of Prestonia and Jay Mountain Roads to provide parking for the Jay Mountain Trail and the creation of a roadside parking area at Jay Mountain Trailhead to accommodate 3-5 vehicles.

A public meeting will be held on February 25, 2010 at 6:30 p.m. at the Keene Central School, 33 Market St., Keene Valley, NY. Comments are welcome and will be accepted by the contact person listed below until March 26, 2010.

The Jay Mountain Wilderness Area is located in the Towns of Jay and Lewis in Essex County, New York.

Project Description: The action involves after-the fact approval of a retail antique store with prospective approval of a 20 foot x 20 foot addition to the back of the commercial use structure and a two-lot subdivision of the 3.1 ± acre parcel to divide the site into a 0.7 ± acre lot containing the existing single family dwelling and associated development and a 2.4 ± acre lot containing the commercial use structure and associated development. The store will be operated year-round, seven days a week from 8:00 a.m. to 6:00 p.m. Auction events are proposed to take place under two canopy tents located adjacent to the commercial use structure. The tents will be temporarily placed on the site up to six times a year and no more than twice a month during the months of April through October for a maximum of seven days for each event.

Project Title: New York RSA No. 2 Cellular Partnership

Project Description: The action involves installation of 89 foot tall telecommunications tower with 10 foot lightning rod for a total 99 foot tall tower with base equipment shelter to provide coverage to Northway and Route 9, on 100 foot by 100 foot leased parcel.


Negative Declaration

Clinton County - The Town of Plattsburgh Planning Board, as lead agency, has determined that the proposed Schluter Systems Phase IV Site Plan 2009 will not have a significant adverse environmental impact. The action involves the construction of a 17,160 square foot foam plant and a 10,890 square foot storage building connected by a 3,300 square foot breezeway as well as associated asphalt areas. This project is the continued development of an existing industrial site consisting of offices, warehouses, and a recently constructed 57,750 square foot manufacturing facility. The foam plant will produce a material used in the manufacturing facility. The project is located north side of Pleasant Ridge Road in the Town of Plattsburgh, New York.

Clinton County - The Town of Plattsburgh Planning Board, as lead agency, has determined that the proposed Norman Baker Mining Pit Special Use Permit 2009 will not have a significant adverse environmental impact. The action involves the expansion of the Iife-of-mine area of a sand and gravel mine. The proposed action will expand an existing 11 acre mine by 5.75 acres for a total of 16.75 acres. The project has acquired a NYS DEC Mined Land Reclamation permit ID 5-0942-00058/00001. Crushing and sorting equipment will be located in compliance with local zoning regulations regarding mining.The project is located on the north side of Route 374 in the Town of Plattsburgh, New York.

Positive Declaration and Public Scoping

Saratoga County - The Clifton Park Town Board, as lead agency, has determined that the proposed Planned Development District Application of Boni Enterprises, LLC may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on February 10, 2010 at 6:30 p.m. at the Clifton Park Town Hall, One Town Hall Plaza, Town of Clifton Park, New York. The action involves the creation of a new Planned Development District which will result in the subsequent proposed construction of approximately 215 single family homes and six to nine, mixed-use commercial structures. The property subject to the rezoning request consists of parcels of land totaling approximately 96.1 acres. The project is located along the west side of Interstate 87 near Exit 10 and is bounded on the south by Ushers Road and is east of Wooddale Drive in the Town of Clifton Park, New York.

Notice of Acceptance of Draft EIS and Public Meeting

Essex County - The New York State Department of Environmental Coservation (NYS DEC), as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Hurricane Mountain Primitive Area Draft Unit Management Plan (UMP). A public meeting on the Draft EIS/Draft UMP will be held on February 25, 2010 at 6:30 p.m. at the Keene Central School, 33 Market St., Keene Valley, New York. Comments are welcome and will be accepted by the contact person listed below until March 26, 2010. Copies of the Draft EIS and the amendment are posted on the NYS DEC website at: http://www.dec.ny.gov/lands/62167.html The action involves the completion of the Draft EIS/Draft UMP for the Hurricane Mountain Primitive Area. Major proposed management actions in the Draft EIS/Draft UMP include: construction of new parking areas and relocating foot trails including a portion of the Hurricane Trail; relocation of designated campsites; removal of the Gulf Brook lean-to and removal of the fire tower from Hurricane Mountain. The project is located in the Towns of Elizabethtown, Jay, Keene and Lewis, New York.

Franklin County - The New York State Department of Environmental Coservation (NYS DEC), as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Draft Amendment/Draft EIS to the 2006 Saint Regis Canoe Area Unit Management Plan. A public meeting on the Draft EIS will be held on February 25, 2010 at 6:30 p.m. at Paul Smiths College, Route 86 and 30, Paul Smiths, NY. Comments are welcome and will be accepted by the contact person listed below until March 26, 2010. Copies of the Draft EIS and the amendment are posted on the NYS DEC website at: http://www.dec.ny.gov/lands/22588.html. The action involves the completion of this Draft EIS/Draft Amendment to the 2006 Unit Management Plan. According to the Adirondack Park State Land Master Plan (APSLMP), the Saint Regis Fire Tower is a non conforming structure in the Saint Regis Canoe Area, therefore, the St. Regis Canoe Area Unit Management Plan will be amended to state that the fire tower will be disassembled and removed. The project is located in the Town of Santa Clara, New York.
