Project Description:

The applicant proposes to construct a wet weather pump station in an upland area on Archie Street. Proposed sewer infrastructure includes the installation of a suction-lift pump station, installation of approximately 2,700 linear feet of 8-inch HDPE force main and approximately 250 linear feet of 10-inch gravity sewer. The installation of the sewer mains will be completed by open trench method within right of ways and permanent easements. This will result in temporary impacts to two Corps of Engineers delineated wetlands and an unmapped stream. The impacts of this project will be temporary. This project is a Type II Action due to a Consent Order issued by the NYSDEC.

Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has made a tentative determination to issue a new permit for E&V Energy Co. (NY 026 2072) for an existing discharge of overflow stormwater from a fueling facility. The facility commenced operations in October 1995 and is the retailer of heating oil, diesel fuel, gasoline, and propane. Sampling provided in the NY-2C application included Total Suspended Solids, Total Dissolved Solids, Oil and Grease, Total Residual Chlorine, Total Organic Nitrogen, Ammonia (as N), pH, Benzene, Ethylbenzene, Toluene; m-, o-, and p-Xylene; Methyl tert-Butyl Ether, and Naphthalene. The facility is permitted to discharge stormwater only from Outfall 001 into the Oswego River, a Class B water. Prior to discharge, the stormwater is treated by an oil/water separator.

The draft permit requires monitoring for Flow, Total Suspended Solids, Oil and Grease, Benzene, Ethylbenzene, Toluene, Total Xylenes, Methyl tert-Butyl Ether, and Naphthalene. Effluent limits were determined not to be necessary due to the dilution available in the receiving water; however monitoring shall occur for the aforementioned parameters, because they are components typically found in gasoline and other petroleum products.

Industrial Best Management Practices (BMP) are included in the draft permit to prevent the release of significant amounts of pollutants through stormwater discharges. The completed BMP plan shall be submitted within six months of permit issuance.

Project Description:

Oswego County proposes to install 8.6 miles of new sewer lines along portions of NYS Route 3, Co Rte 176, and Howard and Gillespie Roads with connection to the City of Fulton sewer system all to serve Bristol Hill Landfill, Airport Industrial Park and all other existing residential and commercial users along these routes. Several NYS protected freshwater wetlands will be temporarily disturbed during installation. No long term adverse impacts to wetlands are anticipated. The application and project plans are available for review in the Syracuse Office.
