Project Description:

The Department has made a tentative determination to approve this application for an industrial SPDES permit (#NY 027 4585) to allow a maximum discharge of 22.5 million gallons per day (MGD) from two new surface outfalls (Outfall Nos. 001 & 002) at a new water treatment plant (WTP) to be constructed and operated by the City of Peekskill on a 43-acre site at the Campfield Reservoir (Class A). The new municipal WTP will replace an existing out-dated treatment plant and will treat a maximum of 8 MGD. The two proposed outfalls are emergency overflows (mixed incoming water, washwater and backwash water from filters) to the Campfield Reservoir that reflect routine and periodic procedures conducted as part of on-going drinking water supply operations. The discharges will not occur under everyday operating conditions, nor will discharges occur simultaneously from the two outfalls. The new WTP is located at the northern terminus of Lindbergh Place at the Campfield Reservoir in the City of Peekskill, Westchester County. A draft permit is available for inspection and comment at the regional office.

Project Description:

The City of Yonkers proposes to undertake a shoreline stabilization and rehabilitation project along approximately 2,500 feet of existing, deteriorating steel bulkhead at the JFK Marina Park. Work will entail the placement of approximately 30,000 cubic yards of very large stone rip-rap within the Hudson River, immediately adjacent to the existing bulkhead. This rip-rap will extend out into the river approximately 25 feet and extend approximately 10 feet landside of the existing bulkhead which will be cut to accomodate this rip-rap and a 10 foot wide boardwalk above it. In addition, six fishing access piers (one of which is ADA accessible) will be constructed.
