Dutchess County - The Dutchess County Water and Wastewater Authority (DCWWA), as lead agency, has determined that the proposed Part-County Sewer District No. 7 (Amenia Hamlet Wastewater System) will not have a significant adverse environmental impact. The action involves the creation of Part-County Sewer District Number 7 by Dutchess County with financing and construction of a wastewater conveyance system by DCWWA to principally serve the Hamlet of Amenia. Effluent from the proposed Amenia Hamlet wastewater system would be directed to the future Silo Ridge Wastewater Treatment Plant, a private facility to be built by the developer of the propose Silo Ridge Resort Community. The Silo Ridge wastewater treatment plant has been the subject of a separate and prior environmental review by the Town of Amenia Planning Board and other regulatory agencies. The project is located on NYS Route 22, Route 343, US Route 44 and other miscellaneous roads in the Hamlet of Amenia, New York.

Orange County - The Village of Washingtonville Planning Board, as lead agency, has determined that the proposed T-Mobile (Omnipoint) Major Wireless Telecommunications Facility will not have a significant adverse environmental impact. The action involves a site plan and conditional use/special exception permit approval for the installation and operation of a 120 foot wireless communication monopole tower, antennas and accessory equipment, including the installation of Fire Company radio antennas on the tower; the potential installation of up to 3 antenna arrays and accessory equipment for colocating providers; granting of a zoning amendment or public utility use variance to allow the use at the proposed location; side yard, rear yard and building coverage variances required by the proposed tower location on the Fire Company site; and waiver of the separation distances between the Wireless Telecommunications Facility (WCF) and the property boundaries and from child care centers, required by Section 91.2.E of the Village Code. The proposed tower is designated as a Major WCF, and as a Type I action, by the Village Code. The Planning Board, as lead agency, determined that the action is not likely to have a significant adverse environmental impact, as the site is already occupied by a large emergency services building, the monopole design allows reduction of setbacks, the potential visual impact of the structure on surrounding properties are to be minimized by tower design and color, location on the site and screening provided by existing trees and the Fire House. The site is located in the O-R Zoning District. The project is located at the Monell Fire House, 89 East Main Street in the Village of Washingtonville, New York.

Ulster County - The Town of Lloyd Planning Board, as lead agency, has determined that the proposed Hamlets at Bridgewater will not have a significant adverse environmental impact. The action involves the Town of Lloyd Planning Board's consideration of a site plan application amendment concerning a planned condominium / residential development project on four parcels of land. The project will entail the construction of 110, two-bedroom condominium style dwelling units in 10 buildings on 13.53 + acres, and is the final phase of the Bridgewater development. A loop roadway will be constructed, providing access to the site from two newly created intersections along Argent Drive. The roadway will also provide access from Argent Drive to the Golden View Senior Housing Complex. After construction and inspection, the roadway will be offered to the Town for dedication as a public road. Parking will be provided below 13 of the units in a garage and an additional 217 parking spaces will be provided on the site, clustered around each of the condominium buildings. Stormwater controls will be installed on the site and municipal sewer and water will be extended onto the site. Finally, extensive landscaping will be undertaken on the site to provide a vegetated buffer and "natural fence" between the site and Franny Reese State Park. Trails aligned to trails within the Park will also be provided. The project is located on Argent Drive in the Town of Lloyd, New York.

Positive Declaration and Public Scoping
Ulster County - The Town of Ulster, as lead agency, has determined that the proposed Millens Recycling may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on February 18, 2010 at 7:00 p.m. at the Town of Ulster Town Hall, 1 Town Hall Drive, Lake Katrine, NY 12449. The action involves the proposed establishment of a "recycling center" on a 39 acre site consisting of an 84,500 square foot material processing facility; 10,000 square foot office building; 3,600 square foot maintenance mechanical storage building; 2,500 square foot UARC metal processing program building; scale house; along with related parking, access driveways and other site improvements. The project is located at 923-942 Flatbush Road (NYS Route 32) in the Town of Ulster, New York.

Notice of Acceptance of Draft EIS and Public Hearing
Dutchess County - The Town of Hyde Park Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Vanderbilt Gardens. A public hearing on the Draft EIS will be held on March 17, 2010 at 7:00 p.m. at the Town of Hyde Park Town Hall, 4383 Albany Post Road, Hyde Park, NY 12538. The action involves the subdivision of approximately 200 acres into 73 residential lots for single-family homes. Approximately half the property will be developed with home-sites, roads and utilities and half will be reserved as open space. Three areas of development are proposed: a "suburban" area with 1.5 acre single-family residential lots; a "hamlet" area with .05 acre residential lots; and an "estate" area with residential lots of 10 acres or more. Water will be supplied by the Dutchess County Water and Wastewater Authority. The development proposes to construct its own sewage treatment plant discharging to a tributary to the Hudson River. It is proposed that a portion of the reserved open space will be placed under a conservation easement granted to a qualified land trust. The project is located at 4324 Albany Post Road opposite the intersection with Scenic Drive, to the south and east of the Ledges condominiums and approximately 1,000 feet north of the Vanderbilt Mansion National Historic Site in the Town of Hyde Park, New York.

Sullivan County - The Town of Mamakating Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Seven Peaks at Mountain Road. A public hearing on the Draft EIS will be held on February 23, 2010 at 7:00 p.m. at the Town offices, 2948 Route 209, Wurtsboro, New York. The action involves a proposal by Mountain Road Preserve, LLC to develop a forty-nine lot single family home subdivision known as Seven Peaks at Mountain Road located on a 653.6 acre parcel of land, as well as a potential future development consisting of additional homes and a resort hotel and amenities. The project is located in the Town of Mamakating, New York and is accessed from Mountain Road and County Route 65.

Westchester County - The Planning Board of the Town/Village of Harrison, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed PepsiCo- Project Renew- Master Plan. A public hearing on the Draft EIS will be held on February 17, 2010 at 7:30 p.m. at the Town of Harrison Town Hall, 1 Heineman Place, Harrison, NY 10528. Written comments on the Draft EIS will be accepted for fifteen (15) days following the close of the public hearing. The action involves an analysis of the long term Master Plan for the development of the PepsiCo Inc. World Headquarters site. The Draft EIS will also address in greater detail, the initial phases of the development under the Master Plan (i.e. Phases I and II of a three phase plan), which would involve detailed site plans and accompanying wetland and steep slopes permit applications. The proposed action includes rezoning of portions of the PepsiCo site along Anderson Hill Road from the R-1 and R-2 zoning districts to SB-100, the zoning district that encompasses most of the balance of the PepsiCo site. Modifications to the setback requirement in the SB-100 zone are also proposed to allow certain activities within 50 feet of the property lines, not abutting a public road and within 100 feet of areas abutting public roads. The project is located at the intersection of Anderson Hill Road and Lincoln Avenue in the Purchase area of the Town of Harrison, New York.

Westchester County - The Town of Bedford Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Bedford Community Church. A public hearing on the Draft EIS will be held on February 23, 2010 at 7:30 p.m. at the Bedford Town Hall, 425 Cherry Street, Bedford Hills, NY 10507. The action involves the construction of a new two-story 35,000 square foot religious use building with a sanctuary seating 720 people, as well as educational, administrative, social function, circulation, storage and mechanical spaces. Site improvements include the construction of two off-street parking areas containing a total of 240 spaces, the relocation of approximately 800 feet of roadway at the southern end of Buxton Road through the site's western parcel to improve vehicular circulation and safety, the installation of stormwater management facilities, new landscaping and associated site improvements. The existing church building located on the western parcel will continue to be used to support the congregation's youth ministry. The project is located on two parcels, a 4.3 acre western parcel at 120 Bedford Center Road, west of Buxton Road and a 13.3 acre eastern parcel located between Buxton Road and I-684 in the Town of Bedford, New York.
