Project Description:

The applicant proposes to develop and operate a new 39.4 acre sand and gravel mine on State Route 427 in the Town of Chemung. The mine will operate as a traditional surface excavation of sand and gravel using mechanical equipment, standard for this type of mining operation. A loader or excavator and haul trucks will operate on site, and processing may also occur using a portable plant. No excavation will occur below the water table, nor is any consumptive use of water proposed. Reclamation to meadow/pasture land will be concurrent with mining activity. The reviewed Life-Of-Mine (LOM) area is 39.4 acres.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

Applicant proposes to replace existing double-span North Wayne Street bridge over Canandaigua Outlet, a Class C navigable stream, with new single-span multi-girder concrete deck bridge with slight realignment. Project will include removal of existing in-stream pier, installation of 130-foot section of heavy stone scour protection at the abutments, and construction of a fishing access footpath, In addition, there will be a temporary fill of a 1,000-square-foot area of the streambed to construct a temporary causeway to provide equipment access to remove the existing pier.
