Project Description:

The applicant has applied to the Department for an Air State Facility Permit to replace the current Title V Permit. The permit application includes proposed capping conditions for volatile organic compounds (VOC) limiting the facility to 49 tons per year of VOC emissions. The facility also operates permit exempt, plastic injection molding units, comfort heating units and emergency generators. The emergency generators will be limited to a maximum of 500 hrs/yr. The Department has prepared a draft permit and has made a tentative determination to approve this application. The facility is located at 87 Center St., Chatham, NY.

State Environmental Quality Review (SEQR) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Village of Unadilla proposes to make improvements to its Municipal Water Supply System. The projects includes the installation of a new 250 gallon per minute (GPM) capacity well and pumphouse at the Village STP, the decommissioning of the Watson Street well and Kilkenny Springs water sources. A new pumphoue, pump, chlorination equipment and controls will be installed at the Church Street well.

The distribution system will also be upgraded. Approximately 13,500 feet of new 24", 8' and 6" water main will be installed to connect the new well and replace existing 3" and 4" water mains and improve flow within the system.

No expansion of the service area or amount of overall taking is proposed as part of this project.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: Unadilla Village Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Comments on this project must be submitted in writing to the Contact Person no later than Feb 11, 2010.
