ENB - Region 4 Notices 01/20/2010
Albany County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Albany Energy, LLC - Gas to Energy Facility may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves an ECL Article 19 Title V Air Facility Permit application from Albany Energy LLC, to construct a landfill gas to energy facility at the City of Albany Rapp Road Landfill and Solid Waste Management Facility. The facility is designed to recover methane gas generated from the landfill and use it as fuel to operate four (4) lean burn internal combustion engines which will produce electricity. The engines will be housed inside a building on the landfill property and the methane gas will be piped directly from the landfill's gas collection system to the generators. This proposed facility is being designed to beneficially use methane gas that is currently being burned in the Landfill's flares. The proposed facility will include installation and operation of a landfill gas treatment system that is dedicated to treating the landfill gas supplied to the engines installed for this project. Based upon the proposal by the applicant to hold a separate Air Title V permit for four new combustion engines, the current Title V permit held by the City of Albany, which covers the entire landfill and Solid Waste Management Facility, will need to be modified to allow this action. The project is located at the Albany Landfill at 525 Rapp Road, Albany, New York.
