Project Description:

The applicant proposes to dredge 6,400 cubic yards or 4,900 cubic meters of material from a gravel bar from the Susquehanna River at the confluence with Newton Creek. A public notice for this project was previously published that estimated the quantity of material to be removed 3,900 cubic meters. The change in estimated quantities of materials is the result of changes in plans by the applicant.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The New York State Department of Environmental Conservation (NYSDEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY-002 1407, DEC #7-0830-00021/00001) the Town of Greene, Chenango County, Village of Greene Wastewater Treatment Plant facility pursuant to 6NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The changes to the permit are as follows:

1. In accordance with New York State's Chesapeake Bay Tributary Strategy, action levels for total Nitrogen and Phosphorus and a compliance schedule requiring optimization of treatment for total Nitrogen and Phosphorus have been added to the permit. Monitoring requirements for Nitrogen and Phosphorus have also been added to the permit.
2. The chlorine residual limit has been increased from 1.0 mg/l to 1.85 mg/l. A Capacity, Management, Operation and Maintenance Plan and BMP's (Best Management Practices) were added into the permit to address the current Sanitary Sewer Overflows associated with the WWTP.

Additional information including the current permit, and supporting documentation may be obtained from or inspected at the DEC's Cortland Office. Substantive comments on the permit or requests for a hearing or both must be submitted in writing to the contact person. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

Project Description:

The applicant proposes to replace the NYS Route 320 Bridge over Thompson Creek with a larger one. In addition, 263 feet of stream work would be performed to create a more stabile stream reach. This work would include approximately 263 feet of rip rap, two rock vanes, one cross vane and the placement of approximately 400 cubic yards of fill below ordinary high water.
