Project Description:

The applicant proposes to develop a new gravel mine on 1.6 acres located on a 52.70 acre parcel owned by Benjamin Mangan, 32258 Middle Road, Carthage, New York 13619. The site is located approximately 800' south of Middle Road, 1,000' east of Switzer Road, two miles west of the Jefferson/Lewis County line. Gravel will be used for Town road projects. On site screening will take place, and mining will take place below the water table.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Feb 12, 2010.

The Department has received a request for a permit to construct and operate air pollution sources and has drafted pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, a State Facility Permit, for the South Lewis Central School District located at 4264 East Road, Turin, New York 13473. This facility is applying for a state facility permit. The Standard Industrial Classification representative of this facility is 8211.
Facility is a school district in Lewis County. Facility proposed to add a woodchip boiler plant of 12.8 million BTUH heating output. Hot water heat will be generated for high school bus garage & bio-mass facility. The draft permit with conditions is available for review in the Region 6 NYS DEC office in Watertown, New York.
