Negative Declaration

Monroe County - The Town of Riga, as lead agency, has determined that the proposed Riga Water Improvement Benefit Area #1 will not have a significant adverse environmental impact. The action involves a proposal to create a Water Improvement Benefit Area to serve the remaining portion of the Town not currently on public water. The proposed improvements will consist of a strategic extension of the existing water distribution system to serve the approximately 284 homes currently not on public water plus approximately 21 businesses and commercial properties.

The Project includes the installation of approximately 138,930 linear feet of 6-12 inch diameter Class 51 Ductile Iron Pipe (DIP) with fire hydrants generally spaced at 600 feet intervals. Fire hydrants are generally located near intersections to provide improved fire fighting capabilities. Gate valves are generally spaced at intervals of 1,000 linear feet and at intersections. All improvements will be completed in accordance with the MCWA Standards. The project is located at various locations throughout the Town of Riga, New York.

Wayne County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has accepted a Final Environmental Impact Statement on the proposed Dolomite Products Co., Inc., Walworth Quarry. The action involves the modification of the applicant's existing permit for a 167 acre dolostone quarry. The modification consists of a request to expand the current 167 acre Life-of-Mine to approximately 416 acres, an increase of 249 acres. The modification will expand the mine to the north, east, and west to the full extent of Dolomite Products Co., Inc property. The mining expansion will occur in nine phases over the operational life of the mine. No significant operational modifications are proposed for this mining activity as a part of this application. The mine currently operates as a drill and blast surface excavation of dolomitic and shale bedrock. Shot rock is excavated by mechanical equipment, standard for this type of mining operation and materials are then transported to an aggregate processing facility currently located within the mine. The facility also includes two asphalt plants that produce bituminous products utilizing aggregate materials derived from the mining operations. The reclamation proposed is a 366 + acre lake. Upland reclamation will include replacement of stockpiled topsoil and reseeding with an approved USDA SCS seed mixture to stabilize banks. Unaffected land will remain agriculture or forested. The project is located north of Atlantic Avenue and is bounded (approximately) on the east by Lewis Road, the west by Tiffany Road, and on the north by Plank Road in the Town of Walworth, New York.
