Negative Declaration

St. Lawrence County - The Town of Madrid, as lead agency, has determined that the proposed Hamlet of Madrid Wastewater Treatment Plant and Collection System Improvements will not have a significant adverse environmental impact. The action involves the replacement of an existing packaged wastewater treatment plant (WWTP) with a new packaged oxidation ditch style WWTP to be located on the same site adjacent to the existing WWTP. A new control building will be constructed and the Madrid Springs and influent pump stations will be replaced. The project is located at 25 River Street in Madrid, New York.

St. Lawrence County - The Town Board of the Town Hammond, as lead agency, has determined that the proposed Adoption of Town of Hammond Local Law Number 1 of 2009, entitled: "Wind Energy Facilities" will not have a significant adverse environmental impact. The action involves the adoption of a Local Law to regulate the siting, approval, construction and operation of Wind Energy Facilities (Wind Law) including windmills. The Wind Law will establish restricted areas within the Town identified as a Wind Overlay District where Wind Energy Facilities will be permitted and will provide review and a permitting process including minimum standards for the siting, approval, construction and operation of wind facilities within the Town of Hammond. The project is located throughout the Town of Hammond, New York.

Notice of Acceptance of Final Generic EIS

Oneida County - The Town of New Hartford Planning Board, as lead agency, has accepted a Final Generic Environmental Impact Statement on the proposed Study of the Southern Area of the Town of New Hartford. A hard copy of the Final GEIS is available at the Town Clerk, Town Hall, 48 Genesee Street; Planning Office, Sanger Building, 111 New Hartford Street and the New Hartford Public Library. The online version of the Final GEIS is available at the following website: www.newhartfordtown.com The action involves a detailed look at the cumulative impacts of potential development in the Southern area of the Town. The 15.2 square mile study area is predominantly residential with pockets of commercial development primarily in Washington Mills and Chadwicks. Forty-five percent (45%) of the land in the study area is designated for agricultural use.

Recommendations of a development pattern that will limit both the geographic scope and severity of the potential adverse impacts of continued development. The design approach emphasizes mixed uses and an access and road hierarchy that incorporates access and traffic calming. The hierarchy of roads means that roads are classified and identified based on usage, ability to accommodate traffic, and overall road dimensions and conditions. By identifying and establishing this road hierarchy of existing roads, management of growth in the southern area can be done with the least amount of impact to existing road capacities. Rather than containing Sauquoit Creek, the Design Plan anticipated increasing its role in the community as a storm water management system and a recreation and quality of life amenity. The design principles are based in ecological principles and are inherently sustainable. The project is located in the southern area of the Town of New Hartford, New York.

The action involves a proposal by the applicant, Atlantic Wind LLC, a subsidiary of Iberdrola Renewables, Inc., to develop a wind powered generating facility of up to 74 megawatts (MW) in the Towns of Fairfield, Norway, and Little Falls that is anticipated to include approximately 37 wind turbines, each with a generating capacity of 2.0 megawatts, with 25 turbines in the Town of Fairfield, and 12 turbines in the Town of Norway, while the Town of Little Falls will include the interconnection facility.

Each wind turbine will include a 90 meter (295 foot) diameter, three bladed rotor mounted on an 100 meter (328 foot) tall tubular steel tower with a maximum blade tip height of approximately 476 feet above existing grade. In addition to the wind turbines, the project will involve construction of 2 permanent 77 meter meteorological towers, a system of gravel access roads, buried and above-ground electrical interconnect, an interconnection facility (collection substation and interconnection station) to be built adjacent to an existing 115 kilovolt (kV) transmission line, and an operations and maintenance building. The project is located north of the Mohawk River and south of the Adirondack Park approximately 1 mile north of the Village of Little Falls, 3 miles east of the Village of Middleville, 2.3 miles southeast of the Hamlet of Norway and 3.3 miles west of the Village of Salisbury (as measured from the closest proposed turbine) in the Towns of Fairfield, Norway, and Little Falls, New York. The project will be on leased private land, totaling approximately 6,540 acres on 42 separate parcels.

The action involves the proposal by the applicant Upstate NY Power Corp (Upstate Power) to construct the Hounsfield Wind Farm, a wind-powered electric generating facility. The Proposed Action will consist of the installation and operation of up to 84 wind turbine generators (WTG) for the purpose of generating up to 252 Megawatts (MW) of electricity. The project is located on Galloo Island in Lake Ontario, approximately 6 miles from the closest mainland shoreline (Stony Point in the Town of Henderson) and approximately 8 miles west of the Village of Sackets Harbor, in the Town of Hounsfield, New York.
