Project Description: Replacement of municipal spring water source with surface water (Lake Champlain) via two 700 lineal foot 8 inch diameter submerged water intake pipes, a pump station, a 15 foot by 30 foot raw water intake control building located 54 feet from the mean high water mark of the lake, 5,030 lineal feet of 8 inch diameter ductile iron water transmission main utilizing a below grade railroad crossing, road rights-of-way construction along Lake Street to South Street, Second Street, along an existing easement to NY Route 373, to Trembleau Rd. to a new 40 foot by 60 foot water filtration plant. An open sand filter with groundwater discharge disposal system will be constructed to process filter backwash waste. The lake intake structure, pump station and control building are to be located on land owned by Lake Champlain Transportation Co.

Project Description: The project is the construction of a general store (including a deli and retail sale of gasoline). The 1,120 ± square foot (footprint) by 18 ± foot tall natural earth tone structure will be located on the same footprint as a recently razed barn (Agency permit 98-36 previously approved the conversion of the 2,500 ± square foot barn to a general store; this project was never undertaken). Public access to the store will only be from New York State Route 30. Proposed daily hours of operation are from 6:00 a.m. to 10:00 p.m. The proposal also includes the construction of a covered 500 gallon gasoline tank (for retail sale of gasoline), the planting of vegetation, lighting, the construction of a sign, and the installation of a new on-site waste water treatment system and well.

Project Title: New York State Department of Transportation

Location: The Adirondack Northway, I-87, north and southbound bridges at NYS Route 9 and Trout Brook in the Town of Chester, New York.

Project Description: NYS DOT will replace the northbound and southbound bridges carrying the Northway over NYS Route 9 and Trout Brook in Pottersville. The project will be constructed in two phases with cross-over lane changes for each phase to enable construction of one bridge at a time. There will also be a waste disposal site at the exit 26 northbound off-ramp. Steel bridgerail is being replaced with concrete barrier bridge rail that will have concrete colorized simulated rock on the outside of the bridge rail and colorized concrete on the interior of the bridgerail. The abutments and piers will also be colorized concrete. There will be approximately 269 square feet of permanent wetland impact as a result of the project.

Project Title: Caprice Alpine Village, LLC

Location: On the west side of Peaceful Valley Road and Cooper Hill Road in the Town of Johnsburg, New York.

Project Description: The action involves a 12 lot subdivision to include 10 residential lots, a 1.34 acre lot to contain Woodland Lane which will serve as the access road for the residential lots, and a 101.51 acre "Common Area" lot. The residential lots, which are to range in size from 1.34 acres to 4.29 acres, will each be improved by one single family dwelling to be served by individual on-site wastewater treatment systems and individual wells. Woodland Lane and the "Common Area" lot will be owned by Caprice Alpine Village Homeowners Association, Inc. which will also maintain Woodland Lane and its associated stormwater management controls.


Negative Declaration

Saratoga County - The City of Saratoga Springs Planning Board, as lead agency, has determined that the proposed Weibel Avenue Mixed Use Development will not have a significant adverse environmental impact. The action involves the issuance of a special use permit for 116,00 square feet of mixed use development and up to 178 residential units on 12.58 acres in a Transect 4 district. The project is located at 60 Weibel Avenue in the City of Saratoga Springs, New York.

Notice of Acceptance of Final EIS

Saratoga County - The New York State Office of Parks, Recreation and Historic Preservation (NYS OPRHP), as lead agency, has accepted a Final Environmental Impact Statement on the proposed Adoption and Implementation of a Master Plan for Saratoga Spa State Park. A hard copy of the Final Plan/Final EIS is available at the following locations: the Saratoga Spa Park Office, at the offices of the agency contacts and at the Saratoga Springs Public Library, 49 Henry Street, Saratoga Springs, NY. The online version of the Final Plan/Final EIS is available at the following publically accessible web site: http://www.nysparks.state.ny.us/inside-our-agency/public-documents.aspx/.

The action involves the adoption and implementation of a Master Plan for Saratoga Spa State Park. The Plan includes proposals for resource protection and for recreational use including improvements to playgrounds, picnic areas, tennis courts and the Peerless Pool area, a new disc golf course; an improved trail system; and a new off leash area for dogs. The Plan proposes creation of a new mineral waters museum and visitor center in the Lincoln Bath House and rehabilitation of the Roosevelt II Bath House for park services. Natural resource protection recommendations include erosion management measures for Kayaderosseras Creek and Geyser Brook, control strategies for invasive species management and management and restoration of the Karner blue butterfly habitat areas. The Plan also recommends designation of portions of the park as a Park Preservation Area, a New York State Natural Heritage Area and a New York State Bird Conservation Area. The Final Plan/Final EIS describes potential environmental impacts and mitigation of those that may be adverse. Areas that have been evaluated with respect to impacts include: transportation/access, land, recreation/open space, water resources, biological resources/ecology, cultural resources, scenic/aesthetic resources and public health. The project is located at the Saratoga Spa State Park in the City of Saratoga and the Town of Malta, New York.
