Project Description:

The New York State Department of Environmental Conservation (NYSDEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 011 0795, DEC Identification # 7-0342-00009/00001), the Town of Sanford Oquaga Lake STP facility pursuant to 6NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The most significant proposed changes to the permit are as follows:

Per the Town of Sanford's December 19, 2006 request, sampling for pH, temperature, and settleable solids has been modified from daily to 5 times/week. As the facility is small and serves a seasonal (summer only) population, this change was approved in writing on January 20, 2009 and is being formalized in the permit.

The length of disinfection has been extended from May 15 thru Oct. 15 to May 1 thru Oct. 31. This is due to the Discharge Monitoring Reports covering from the first of the month thru the end of the month.

The permit forms have been updated to remove the reference to the Part II General Conditions and add the reference to 6 NYCRR 750. Also, the addresses for Broome County Health Department and NYSDEC's Central Office have been updated.

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has made a tentative determination to renew and modify the existing permit for a discharge of treated sanitary waste from the municipal treatment plant into Oneida Lake. The draft permit allows a continued average discharge of 0.031 million gallons per day with new, more stringent discharge limits of Total Residual Chlorine (from 2.0 mg/l to 0.78 mg/l) and a new seasonal limit for ammonia (NH3) imposed for the summer months to protect fish and wildlife. The draft permit and fact sheet are available for review in the Syracuse Office.
