Project Description:

The applicant proposes to construct a 382,560 square foot retail center with management and meeting space, a substation for the Putnam County Sheriff's Department and a 28,000 square foot garden center on approximately 90.5 acres of predominantly undeveloped land located adjacent to NYS Route 311, at the intersection of Interstate 84 in the Towns of Patterson and Kent, Putnam County. There will be no disturbance to the bed or banks of the protected Middle Branch Croton River [Index# H-31-P 44-23-P 59-6, C(T)].

The proposed project will result in the installation of three individual groundwater wells to provide potable water and two individual subsurface sewage treatment systems (SSTSs) to meet wastewater needs. These new SSTSs will have a total design capacity of 11,200 gallons per day and will be authorized under the Department's Private/ Commercial/ Institutional State Pollutant Discharge Elimination System (P/C/I SPDES). All comments should refer to this application by application number listed above and SPDES# NY 027 4801.

Project Description:

The Department has made a tentative determination to issue a permit modification to an existing SPDES permit (SPDES # NY-014 7842) to authorize an increase in the surface discharge of treated sanitary wastewater to a Class B tributary to Swan Lake from the currently permitted volume of 17,000 gallons per day (gpd) to a proposed volume of 25,000 gpd via one existing outfall at a summer camp, Camp Yeshiva. The increased discharge is necessitated by the construction of 11 additional bungalow units, which will result in a total population of 220 served. In order to accomodate the additional flow, several upgrades to the existing wastewater treatment system will be installed, including a 3,600 square foot recirculating gravel filter. The operation of the facility is seasonal and the discharge will occur during the months of June through September.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0030082), pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS).

The Village of New Paltz Wastewater Treatment Facility is located in Ulster County and has a design flow of 1.5mgd. Treatment consists of bar screens, an aerated grit chamber, primary settling, trickling filters, rotating biological contactors, secondary clarification and seasonal disinfection with dechlorination. Sludge is stabilized in an anaerobic digester, dewatered using a belt filter press and transported offsite to a solid waste landfill. The facility has surface discharge to the Wallkill River, a Class B water.

The following changes to the permit are proposed:

- Updated permit pages and conditions reflect current permit language, DEC guidance, format and nomenclature.
- Percent removal discharge limit for biochemical oxygen demand (BOD5) and total suspended solids has been revised.
- The disinfection period has been expanded from May 15-Oct 15 to May 1-Oct 31. - Toxicity testing requirements for Outfall 001 have been added.
- Sampling frequency for fecal coliform was reduced from 2/day to 1/week.
- Outfall 002 has been added to address the discharge of stormwater.
- Outfall 002 will require annual monitoring for flow and chemical oxygen demand.
- Requirements to develop and implement a stormwater pollution prevention plan has been added.
- A mercury minimization requirement has been added.
- A short term monitoring program has been added to check for the presence of copper, zinc and total phenol in the Outfall 001 discharge.
