Positive Declaration

Westchester County - The City of Yonkers Planning Board, as lead agency, has determined that the proposed Buena Vista Avenue Teutonia Development may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the construction of a mixed use development of 412 new dwelling units, mechanical parking garage and rooftop hydroponic garden adjoining the existing 40 unit trolley barn development. The Trolley Barn building, previously converted to loft residential-live-work units, is a National Register of Historic Places site. The new 412 units are proposed to be contained in a 25 story residential building. The other significant element of the development is the proposed dismantling of the Teutonia Hall façade, a building of local historic interest, and the placement of the façade elsewhere on the site. Additionally the project includes the rehabilitation of two frame dwellings on the east side of Buena Vista Avenue into multi-family structures. These dwellings are proposed for historic preservation quality rehabilitation. Other factors in the project include the brown field clean up of the site. The project is located at 92 Main Street, 41 - 65 Buena Vista Avenue and 66 - 72 Buena Vista Avenue in the City of Yonkers, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Orange County - The Town of Warwick Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Warwick Views Subdivision. A public hearing on the Draft EIS will be held on January 20, 2010 at 7:30 p.m. at the Town of Warwick Town Hall, 132 Kings Highway, Warwick, NY 10990. Written comments on the Draft EIS will be accepted until February 3, 2010. The action involves the subdivision of a 249.9 ± acre site into 53 lots for construction and sale of 53 single-family dwellings. One new access point and a new road would be developed for a total of about 6,020 lineal feet of new Town road and 1,033 lineal feet of new private road. Water supply and sewage disposal are proposed to be provided by on-site community systems. Most of the project site currently contains woodland (42% of the site), active farmland (27% of the site), State and Federal Jurisdictional wetlands (18.7% of the site) and idle grasslands (12% of the site). A classified stream bisects the site and passes through the State and Federal wetlands. The subdivision has been proposed as a Cluster Subdivision that would result in permanent protection of 69.4 percent of the site (173.35 ± acres) through a conservation easement pursuant to Article 49 of the New York State Environmental Conservation Law. The site is surrounded by residential and agricultural uses and is in close proximity to the Hamlet of Edenville. The DEIS discusses six alternatives. The project is located on Bloom Corners Road in the Town of Warwick, New York.
