Project Description:

The applicant proposes a discharge of 90,000 gallons of treated backwash water at a minimum of once every two days into a recharge basin from a proposed Iron/Manganese Removal Filtration System situated at the SCWA's Bay Shore Road Well Field and Pump Station site located in North Islip, Town of Islip, Suffolk County, NY. The proposed discharge is located within an area designated as a sole source aquifer. The following water purveyors have been identified as having service areas located within a 3-mile radius of the applicant's facility: Suffolk County Water Authority.

The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System under Article 17 of the Environmental Conservation Law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project. Project Description:

The Department has made a tentative decision to modify the existing SPDES Permit to change certain effluent sampling parameters, limits and requirements as described below.

Permit pages -

  • NYSDEC SPDES format was used, if this draft permit is issued, it will supersede the Suffolk County SPDES permit issued 6/22/09.
  • Special Conditions for Outfall Sign and Water Treatment Chemical use were added.

Permit Limit, Levels, and Monitoring

  • 5.7 mg/l Ammonia and 0.10 mg/l Total Residual Chlorine (TRC) water quality based effluent limits (WQBEL) were added, a Schedule of Compliance page has been included for construction of facilities necessary.
  • Footnotes were modified and include additional coliform sampling, authority for use of outfall conveyances, and 85% removal of TSS and BOD.
  • Total Coliform limit was added.
  • Settleable Solids limit of 0.3 mg/l was added (TOGS 1.3.3, B,2,4).
  • Secondary Treatment limits for BOD and TSS were added.
  • Total Nitrogen loading data for the Bay is not currently available, future limits may be imposed if appropriate.

The plant discharges treated sanitary wastewater to the Patchogue River, Great South Bay. The plant is located at Watergate Lane and Crescent Street in Patchogue, Town of Brookhaven, Suffolk County.

Project Description:

Applicant proposes a three year plan to control Phragmites australis in a NYSDEC regulated tidal wetland ( Tuthill Cove). In Fall of 2010 the aquatic herbicide Aquamaster will be sprayed over 15,000 square feet of wetland area using an all terrain vehicle. In areas with non-target plant species, hand-wicking will be used. Three to five months after herbicide treatment, treated stands of Phragmites will be mowed with an all terrain vehicle fitted with a mowing deck. In Fall 2011, persistent stands will be sprayed by vehicle or hand and subsequently mowed as in 2010. In Fall 2012, isolated persistent stands will be hand treated with herbicide. Project is located on Tuthill Point Road, East Moriches.
