The New York State Department of Environmental Conservation (NYS DEC) administers the Brownfield Cleanup Program (BCP) pursuant to State Environmental Conservation Law (ECL) §27-1400 et seq. The BCP was created to encourage the remediation and redevelopment of contaminated properties known as brownfields. The requestor (named above) has submitted a BCP application asking that this site be admitted into the BCP.
NYS DEC will accept public comments concerning the application. A copy of the application and other appropriate documents (application package) is available in the site document repository location at the address indicated below.
NYS DEC will review the application package and public comments received and then make a determination on the eligibility of the application.

Dutchess County - The Town of Hyde Park Planning Board, as lead agency, has determined that the proposed Violet Avenue Plaza will not have a significant adverse environmental impact. The action involves the applicant seeking approval to redevelop an existing 1.288 acre commercial site. Specifically, the applicant proposes to rebuild and expand an existing building to be 2,500 square feet, renovate an existing 4,000 square foot building, and make other associated site improvements regarding drainage, traffic circulation, parking and landscaping. The project is located 473 to 481 Violet Avenue (NYS Route 9G) in the Town of Hyde Park, New York.

Sullivan County - The Town of Bethel Town Board, as lead agency, has determined that the proposed Amendment to the Town of Bethel Zoning Code Chapter 345 - Zoning Map will not have a significant adverse environmental impact. The action involves the zoning map amendment affecting the H-17 Hamlet Center, RD-R Rural Development Residential, RS Residential Settlement, CS Community Settlement, and C-17B Highway Commercial zoning districts. The project is located throughout the Town of Bethel, New York.

Westchester County - The County of Westchester, as lead agency, has determined that the proposed Ward Pound Ridge Reservation Comfort Station Renovations will not have a significant adverse environmental impact. The action involves the renovation and repair of existing comfort stations at Ward Pound Ridge Reservation, a Westchester County park. The work will include improvements to existing buildings, infrastructure, associated site work and landscaping. The project also includes the construction of a new shower building and installation of a new septic system in the Pell Hill area, as well as installation of UV water purification equipment at existing building within the Reservation, as required by the County Health Department. The project is located on Boutonville Road in the Towns of Lewisboro and Pound Ridge, New York.

Orange County - The Planning Board of the Town of Blooming Grove and the Town of Chester, as co-lead agencies, have determined that the proposed Camp LaGuardia Redevelopment Project may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves a Zone Text and Map Amendment for a Proposed MRD District in the Towns of Chester and Blooming Grove; Modifications to the Chester and Blooming Grove Town Comprehensive Plans; Subdivision Approval; Conceptual Site Plan Approval for approximately 907 residential units and approximately 180,000 square feet of new commercial/retail/office space. The project is located on approximately 255 acres at 1 LaGuardia Road in the Town of Chester, New York.

Westchester County - The Town of North Castle Planning Board, as lead agency, has determined that the proposed 11 New King Street Parking Facility may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the construction of an off-site multi-level parking structure to accommodate up to 1,450 automobiles that would meet an existing demand for parking at Westchester County Airport (HPN). The application also includes a petition to amend the text of the Town of North Castle Zoning Code to allow this type of parking structure as a permitted special permit use in the IND-AA zoning district. Stormwater management would be handled on-site and through a 1.2 acre easement on an adjacent property. The project is located 11 New King Street in White Plains, New York.

Notice of Acceptance of Draft EIS and Public Hearing
Westchester County - The City Council of the City of Mount Vernon, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Atlantic Development Group, LLC. A public hearing on the Draft EIS will be held on December 16, 2009 at 7:00 p.m. at the City Council Chambers, City Hall, One Roosevelt Square, Mount Vernon, New York. Written comments on the Draft EIS will be accepted until December 28, 2009. The DEIS is available from the contact persons listed below and on the public website: www.cmvny.com.
The action involves a proposal by the applicant, Atlantic Development Group, LLC, for a mixed-use development project. The Project consists of three phases:
- Phase I consists of a 14 story mixed-use building, including 177 affordable/work force rental units, approximately 17,711 square feet of commercial retail space, 25,152 square feet of community facility space, 3,650 square feet of incubator space for the City's use for business development, and 840 square feet of community space for the City's use.
- Phase II consists of a 9 story building, including 59 affordable senior housing units.
- Phase III consists of a 12 story residential buildings, including, 140 market rate residential units.
The Project also includes the redevelopment of the City's Municipal Park Garage. The proposed action includes certain text changes to the Mount Vernon Zoning Code pertaining to the PUD-2 District, and the establishment of the PUD-2 District on the Project Area. The project is located in the City of Mount Vernon on the northern portion of the two blocks bounded on the west by Gramatan Avenue, on the north by Oakley Avenue, on the east by Crary Avenue, and on the south by the southern lot lines of those lots comprising the site. The project site also includes the Municipal Garage, which is south of the redevelopment site, and which fronts on North 3rd Avenue and is located on the eastern half of portions of blocks north and south of East Sidney Avenue, which it straddles.
