Negative Declaration

Cayuga County - The Town of Throop, as lead agency, has determined that the proposed Town of Throop Water District No. 1, Extension No. 1 will not have a significant adverse environmental impact. The action involves the extension of public water within the Town of Throop Water District No. 1, Extension No. 1. Approximately 39,230 linear feet of watermain will be installed. In addition to the watermain, the project includes hydrants, valves, watermain connections, road crossings, excavation and bedding materials, residential hook-ups, and surface restoration. The improvements will serve 85 residential properties. Residents in this area are dependent upon individual groundwater supplies that historically have produced very low yields of poor quality water. The project is located along portions of Turnpike, Donovan, Canoga, Northrup, Nugent, Youngs, Griffin, McDonald, Day and Powers Roads in the Town of Throop, New York.

Chenango County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Drilling Permit Application for Norse Energy Corporation Proposed Davis, K. 1H Natural Gas Well will not have a significant adverse environmental impact. The action involves drilling a natural gas well within Chenango County Agricultural District #03. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of the NYS DEC. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 140,450 square feet or approximately 3.22 acres. After the well has been drilled, it will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 22,470 square feet or approximately 0.52 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. The project is located approximately 800 feet north of Lawrence-Hunsicker Road and 1,400 feet west of the Smyrna/Sherburne town line in the Town of Smyrna, New York.

Chenango County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Drilling Permit Application for Norse Energy Corporation Proposed Campbell Estates 1H Natural Gas Well will not have a significant adverse environmental impact. The action involves drilling a natural gas well within Chenango County Agricultural District #03. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of the NYS DEC. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 125,000 square feet or approximately 2.87 acres. After the well has been drilled, it will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 31,200 square feet or approximately 0.72 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. The project is located approximately 2,100 feet north of the Smyrna/Plymouth town line and 1,400 feet west of County Road 21 in the Town of Smyrna, New York.

Onondaga County - The City of Syracuse Planning Commission, as lead agency, has determined that the proposed State University of New York College of Environmental Science and Forestry (SUNY ESF) Residence Project will not have a significant adverse environmental impact. The action involves the abandonment of a portion of Fineview Place, a resubdivision of 20 parcels and the abandoned street into one new lot, and the demolition of 18 residential dwellings in order to construct a 454 bed student housing for SUNY ESF students. The project is located at 100 through 166 Oakland Avenue and Fineview Place in the City of Syracuse, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Onondaga County - The Town of Onondaga Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Zavaglia Subdivision. A public hearing on the Draft EIS will be held on Decmber 14, 2009 at 7:30 p.m. at the Town of Onondaga Town Hall, 5020 Ball Road, Syracuse, NY 13215. Written comments on the Draft EIS will be accepted until December 24, 2009. A hard copy of the Draft EIS is available at the following locations:

The action involves a major subdivision of approximately 147 residential building lots and 1 lot to be retained, consisting of 8,200 linear feet of asphalt roadway, stormwater mitigation facilities, municipal sewer system and general landscaping and earthwork, all on approximately 82.660 acres of land presently zoned Residential-2 (R-2). The project is located on NYS Route 173 in the Town of Onondaga, New York.

Tompkins County - The Town of Ithaca Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Holochuck Homes Subdivision. A public hearing on the Draft EIS will be held on December 15, 2009 at 7:15 p.m. at the Ithaca Town Hall, 215 North Tioga Street, Ithaca, NY 14850. The action involves the construction of 106 ± town home type units in a clustered neighborhood development with two entrances proposed from NYS Route 96 (Trumansburg Road). The development will be concentrated on the west side of the property closest to NYS Route 96, zoned Low and Medium Residential, with more than half of the eastern portion of the property, mainly zoned Conservation, remaining undeveloped. The New York State Office of Parks, Recreation, and Historic Preservation proposes to acquire most of the eastern portion of the property in conjunction with development of the future Black Diamond Trail. The project is located between NYS Route 96 (Trumansburg Road) and NYS Route 89 (Taughannock Boulevard) in the Town of Ithaca, New York.
