Project Description:

The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to issue a modification to the operation of the Taconic DDSO State Facility Permit.

Taconic DDSO is a center for people with developmental disabilities and mental retardation, located in Dutchess County, NY. Heating needs are met by the operation of three 21 mmBTU/hr boilers (OLPS5, OLPS6, OLPS7) firing No. 2 fuel oil exhausting through one common stack (00001). The facility also operates one exempt boiler (< 10 mmBTU/hr) and three exempt generators fired under 500 hours annually, not part of any demand response program (6 NYCRR 201-3.2(c)(6) and 40 CFR §60.4200)). A log is kept onsite recording run times for compliance purposes. A spray booth onsite is also exempt (§201-3.3c (53)). Facility doors are painted as needed as well as various maintenance activities, all hand applied.

Facilities SO2 emissions have been capped below major stationary source threshold as defined by permit condition under 6NYCRR Part 201-7. The facility is subject to monitoring and reporting requirements under 6 NYCRR Parts 201, 227, and New Source Performance Standards 40 CFR 60 Subpart Dc. Although 6 NYCRR Subpart 225 sulfur-in-fuel regulations apply, more stringent requirements under 40 CFR 60 Subpart Dc govern for the three boilers.

Modification 1
Modification establishes a limit to SO2 emissions below major stationary source thresholds. Modification also includes Department initiated minor administrative changes to update permit format.

By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

Persons wishing to inspect the subject files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a legislative public hearing should be in writing and addressed to the Department representative listed below. This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The New York State Department of Environmental Conservation has tentatively determined to issue a renewed State Pollutant Discharge Elimination System (SPDES) permit to the above referenced applicant. The permit authorizes a surface discharge of treated, sanitary waste without the admixture of industrial wastes to an unnamed tributary of Roaring Brook (Class D) via a subsurface septic tank and leach field system with sand filtration and ultraviolet disinfection prior to surface discharge. The permit will be placed on a standard five year term.
