Project Description:
The project involves demolition and complete removal of the Laselle dam located on the Great Chazy River approximately 300 feet upstream of Devils Den Road. Work will be confined to a one acre area at and near the dam which includes a temporary stockpiling and staging area, a temporary access road, and the areas necessary to perform sediment and dam removal work; and a four acre disposal site located 2,700 feet southwest of the dam on the north side of Devils Den Road. All work areas are on properties owned by the Town of Altona. Controlled demolition of the dam may involve a combination of saw cutting, blasting and hydraulic hammering. Exposed concrete and reinforcement steal will be cut flush with the natural river bed or bedrock, or to at least one foot below grade for those section within natural earth embankments. Disturbed areas will be restored to pre-construction conditions.

State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. The department must consult further with OPRHP before making a final decision regarding the issuance of the permit.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

The discharge is from a retention pond adjacent to an existing yard compost operation at the Clifton Park Transfer Station. The facility is located to the east of Vischer Ferry Road, opposite Ray Road. A draft permit is available for review.

Project Description:
The Department of Environmental Conservation (DEC) has received an application to renew State Pollutant Discharge Elimination System (SPDES) # NY0090204. This is a pre-existing Private/Commercial/Institutional SPDES permit. DEC has made a tentative determination to renew this permit and set a standard ten year term maintaining current effluent limitations. The Turf Wastewater Treatment Plant services the Turf Mobile Home Park. The type of treatment consists of activated sludge that discharges to groundwater via an absorption area. This permit involves the discharge of 160,000 gpd of treated sanitary waste.
Proposed changes to the permit are as follows:
- An action level was added for nitrate.
- Monitoring and reporting requirements have been updated.
