Project Description:

The applicant proposes to perform culvert rehabilitation, debris removal, reshaping of the stream channel, and placement of rip rap along approximately 75 feet of an un-named tributary of the Wallkill River [#H-129-13-50, Class C(t)] and within NYS-regulated Freshwater Wetland GO-47 (Class 2). The project site is located at 65 Ballard Rd. on the east side at the entrance road to the plant approximately 1060 feet south of the intersection of Route 211 and Ballard Rd. The activities are required to remove silt, vegetation, and debris blocking the culverts to restore hydrologic capacity and prevent further flooding. All work shall be done in accordance with conditions specified by the NYS Department of Environmental Conservation Division of Environmental Remediation to satisfy the requirements for the "Change of Use" of an Inactive Hazardous Waste Disposal Site (No. 3-36-053) on Operable Unit 1 (OU-1) subject to regulations of 6 NYCRR Part 375-1.11(d) and 375-2.2(a).

Project Description:

Sullivan County proposes to construct and operate a 40,480 square foot Materials Recovery Facility/Transfer Station (MRF/TS) at the existing Sullivan County Landfill site, with a proposed through-put capacity of 800 tons per day (tpd) of Municipal Solid Waste (MSW), Construction and Demolition Debris (C&D), and Source Separated Recyclables. Construction of an access road will impact approximately 7,620 square feet within the 100 foot adjacent area of NYS Freshwater Wetland MO-66 (Class 2). The MRF/TS will replace the Sullivan County Landfill (which is expected to reach capacity in December 2009) as the primary means of waste disposal for Sullivan County. No increased truck trips are planned to the site compared to those currently generated by operation of the existing landfill. Trucks will be weighed going into and out of the facility to determine the volume of material loaded or unloaded. All loading and unloading will take place inside the MRF/TS building. Export trailer traffic will utilize Route 17 exits 106 and 107 to avoid the Village of Monticello.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Project Description:

The applicant proposes to construct a 4,350 square foot concrete block storage garage, within the 100 foot adjacent area of NYS Freshwater Wetland O-16 (Class 1), to house public works vehicles. The area is currently disturbed and used for storage of salt, sand, gravel, and recyclables. These materials will be relocated to an area outside of the 100 foot adjacent area. At the closest point, the garage will be approximately 50 feet from the wetland boundary. Also associated with this proposal is the removal of approximately 2,500 square feet of existing gravel parking. This area (located directly adjacent to the wetland) is to be re-vegetated with native deciduous trees and shrubs.
