Project Description:


The New York State Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a new State Facility Permit for the operation of 110 Clean fill Disposal Site located at 136 Bethpage-Spagnoli Road, Melville, NY 11747. The 110 Sand Company operates a Clean Fill Disposal Site (CFDS) in Melville, NY. This application is for an Air State Facility Permit for the installation and operation of a Paques THIOPAQ sulfur removal technology on the existing landfill gas collection and flare system. During normal operation, gas generated by the degradation of the clean fill is captured by a gas collection system. The gas is conveyed to a biological treatment system known as Thiopaq. Thiopaq is a state of the art sulfur removal technology, which utilizes biomass to treat the collected gas. The treated gas is then conveyed to a flare for final treatment. In the event the Thiopaq treatment system is not operational, gas is conveyed directly to the flare.
The application was submitted to convert a Certificate to Operate to an Air State Facility permit.

In order to continue to remain below the applicability threshold for Title V permitting, the applicant has proposed restricting the potential to emit through enforceable permit conditions which will limit or cap emissions at a level which is less than 90 tons per year for sulfur dioxide . The applicant has agreed to permit conditions which will limit sulfur dioxide emissions by treating the landfill gas prior to combustion. The facility will be required to maintain records and report this data to verify compliance with permit conditions and limits.

Project Description:

The Department has reviewed National Grid's application to modify its Title V Permit to include conditions recently promulgated under regulations 6 NYCRR Parts 243, 244, and 245. These regulations require facilities to obtain/possess at least as many 'allocations' of sulfur dioxide (SO2) and oxides of nitrogen (NOx) as they emit into the atmosphere during a specified period of time. An 'allocation' is a unit of pollution which is limited by a budget established by the regulations. The Department developed these regulations in response to the United States Environmental Protection Agency's (EPA's) recent "Clean Air Interstate Rule" (CAIR). The regulations are included in New York's ' State Implementation Plan' (SIP) which has been approved by EPA as required by the Clean Air Act of 1990.

Notice of renewal of the draft Title V and Title IV permits for this facility was provided in the October 15, 2008, ENB, and this notice of the draft Title V permit is provided now for the sole purpose of allowing for public comment on the conditions added pursuant to the CAIR regulations. The Department has made a tentative decision to approve this application and a draft permit is available for review as described below.

The Spagnoli Road Energy center is a new 250-megawatt (nominal) natural gas fired combined cycle electric power generation facility. The major components of the facility include one combustion turbine, GE7FA, one unfired heat recovery steam generator (HRSG), a single steam turbine generator, an air-cooled condenser, one exhaust stack, an electric fire pump and a 15,000 gallon aqueous (15% solution) ammonia tank.

The proposed project site is located on the south side of Spagnoli Road, about 0.5 miles west of Route 110, in the southwest corner of the Town of Huntington, near the Nassau County-Suffolk County line, Suffolk County.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Project Description:

Applicant proposes to operate a used oil and related solid waste transfer facility. The wastes to be handled include used oils, oily waters, oil filters, fuel oils and fuel oil tank bottoms, oil soaked debris and oil/water separator solids, antifreeze, petroleum contaminated soils and other non-hazardous waters. All transfers will be inside the buildings located on site. A maximum of 68 tons and 18,400 gallons may be stored on site at any time and a maximum of 4,300,000 gallons of liquids and 4,000 tons of solids may be accepted per year.
