Oneida County - The Town of Kirkland, as lead agency, has determined that the proposed Clarks Mills Sewer District - Wastewater Treatment System Improvements will not have a significant adverse environmental impact. The action involves the proposal of a series of upgrades and improvements to the existing Clark Mills Wastewater Treatment Plant (WWTP) and collection system. Improvements include construction of a new influent pumping system using existing tanks, conversion of abandoned trickling filter to an aerobic digester, providing new system for aeration, upgrading influent disinfection system, construction of new additional final settling tank to increase capacity of the treatment plant. Improvements to the Clark Mills Sanitary Sewer Collection System include Infiltration and Inflow Reduction consisting of replacing inflow shield gaskets, reconstruction of deteriorated manholes, elevating low manhole frames and cover and minor repair of other existing systems. The work is located at existing facilities and is not anticipated to result in significant adverse environmental impacts. The project is located in the Town of Kirkland in the Village of Clarks Mills, New York.

Notice of Acceptance of Draft EIS and Public Comment Period
Lewis and St. Lawrence Counties - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Agreement to Modify Working Forest Conservation Easements held by NYS DEC on Lands Owned by Heartwood Forestland Fund III (HFFIII), LP. Written comments on the Draft EIS will be accepted by the contact person listed below until 5:00 p.m. on December 11, 2009. Copies of this DEIS can be obtained by contacting the contact person indicated below. This DEIS is also available on the NYS DEC website at: www.dec.ny.gov/lands/59344.html.
The proposed action is to modify three (3) working forest conservation easements, held by NYS DEC and which encumber approximately 110,000 acres of industrial forestland, for the purpose of providing the landowner with a permanent right to lease 220 recreational camp envelopes to hunting and fishing clubs and individuals, along with the discretion to permit lessees to use motor vehicles on designated routes to access lease camps. Also, the modification would require landowners to either have NYS DEC approve a forest management plan OR landowners would need to enroll the property in an approved forestry certification program. Among other benefits, certification requires landowners to have their forestry practices audited and inspected by independent certifying entities who must determine whether the landowner's forestry practices are sustainable. In exchange, HFFIII will convey all rights and title on approximately 2,661 acres of their lands to The People of the State of New York; and will grant the public year-round access to and recreational use of the Easement lands, which currently have seasonal restrictions until 2014.
NYS DEC's authority to modify the Conservation Easements derives from Section 49-0307(3)(a) of the Environmental Conservation Law (ECL).
The project is located in the Towns of Waverly, Santa Clara and Duane in Franklin County; the Towns of Croghan and Watson in Lewis County; and the Towns of Hopkinton, Clifton and Clare in St. Lawrence County, New York.
