Project Description:

The applicant proposes to fill approximately 0.2 acres of federally-regulated wetlands associated with the construction of a Special Events Recreation Center (SERC) building, associated parking improvements, and the relocation of six tennis courts. The project site is located on the southwest side of the SUNY-Brockport campus, south of New Campus Drive. The parking lot portion of the project will also provide an impervious cap over a former municipal land fill, in accordance with guidance provided by Monroe County Department of Health and the NYS Department of Environmental Conservation.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: State University Construction Fund

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Nov 20, 2009.

Project Description:

The Department has received an application for an initial Title V Facility Permit for the Steuben Glass LLC - Steuben Glass Facility, which previously operated under an Air Facility Registration due to potential emissions below thresholds specified in 6 NYCRR Part 201-6 (Title V) regulations. The Steuben Glass Facility is now subject to Title V regulations due to the applicability 40CFR 63 Subpart SSSSSS - National Emission Standards for Hazardous Air Pollutants (NESHAP) for Glass Manufacturing Area Sources.
Operations include raw material mixing, glass melting, and glass molding. There are also 11 exempt combustion sources, 2 exempt generators, and numerous trivial activities at the facility.
In response to the application, the Department has generated a Draft Title V Facility Permit for review. The application, Draft Permit, and Permit Review Report are available for review at the Region 8 NYSDEC office.
