Project Description:

The Department has made a tentative determination to issue a State Pollutant Discharge Elimination System permit under Article 17 of Environmental Conservation Law. The approved application is for a new permit for a proposed discharge of 10,000 gallons per day of treated leachate and groundwater into the Mohawk River, a class "C" waterbody. The effluant collected from the closed Mohawk Valley Sanitary Landfill will be treated via a constructed wetland treatment system prior to discharge. The applicants facility is located at Southside Road, Town of Frankfort, Herkimer County.
This tentative determination indicates that a discharge regulated under this statue is considered to satisfy regulatory standards for permit issuance, based on information available to the department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such , this tentative determination does not signify department approval for or or endorsement of the activity for which a permit is sought or for the overall proposed project. Project Description:

The Hounsfield Wind Power Project (Project) will be a commercial-scale, 252-megawatt wind turbine electrical generation facility. The power will be generated by 84 wind turbine generators (WTGs) that will be constructed on Galloo Island, in the eastern end of Lake Ontario, Town of Hounsfield, Jefferson County, New York. Construction of this facility requires the following permits from the New York State Department of Environmental Conservation (DEC):
Private/Commercial/Institutional SPDES ? Surface Discharge DEC has made a tentative determination to approve the application for a new permit for a proposed discharge of 21,550 gallons per day of treated sanitary wastewater from an operations/maintenance facility, 40 units of temporary and permanent worker housing, and related infrastructure, to Lake Ontario. The wastewater would be treated at a new on-site treatment plant.
Freshwater Wetlands/Water Quality Certification
Construction of project components including turbine pads, access roads and electrical collection lines will result in 2.646 acres of temporary and permanent impacts to DEC-regulated wetlands and adjacent areas, including 132.4 linear feet of stream impacts; project construction will also result in 0.297 acres of temporary and permanent impacts to wetlands under the jurisdiction of the U.S. Army Corps of Engineers (USACE). To compensate for permanent impacts to wetlands, a 0.558 acre mitigation area will be constructed, including creation of 0.163 acre of emergent and 0.395 acre of forest wetland.
Excavation and Fill in Navigable Waters An Offloading Facility is proposed on the south side of the island, and will include a temporary facility (ramp with fill, and associated dolphin piers), a permanent offloading facility (slip), a floating breakwater and three offshore mooring points. The temporary offloading facility will involve 2,250 cubic yards (cy) of excavation and 4,300 cy of fill. The permanent offloading facility will require excavation of 80,000 cy, with approximately 70 percent of the excavation onshore (56,000 cy), and 30 percent (24,000 cy) offshore.
Mined Land Reclamation The proposed gravel mine will be located on the northeast portion of Galloo Island, between proposed WTGs 71 and 72, and will be approximately 2.1 acres in size, with an additional 3 acres of affected land for processing, stockpiles, a loading area, and sediment trap. The maximum depth of excavation will be approximately 24 feet. The capacity of the mine will be approximately 50,000 cubic yards of rock (before crushing). All of the mining proposed for this project will occur during the term of the present permit; no phasing is proposed. The rock will be crushed and used for access road construction.

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. The department must consult further with OPRHP before making a final decision regarding the issuance of the permit.

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

The Department of Environmental Conservation (DEC) has received an application to renew State Pollutant Discharge Elimination System (SDPES) NY0105171. This is a pre-existing Private/Commercial/Institutional SPDES permit. DEC has made a tentative determination to renew this permit and set a standard five year term. Project Description:

The applicant proposes to construct a recreational walking trail, approximately 13,600' long, through the college campus on lands adjacent to the Raquette River. The walking trail will be an 8' wide compacted gravel trail with 2' grassed shoulders.
