Solicitation for Comments on the Draft Request for Proposals to Provide Recyclable Material Collection and/or Processing
Notice to Proposers
The City of Buffalo (the "City") has issued a Draft Request for Proposals (DRFP) and is soliciting draft proposal comments from companies ("respondents") for the Collection and Processing of single stream recyclables from within the City of Buffalo. Do not submit costs with the comments on this Draft Request for Proposals. A five-year service period is being sought, with the potential for extension of the contract(s) for an additional five-year period, upon mutual consent. Proposers must identify sufficient equipment and facilities to collect haul and/or process up to 16,000 tons of material.
In accordance with New York State General Municipal Law 120-w, it is the intention of the City to enter into negotiations for an agreement with the contractor whose proposal, in the judgment of the City, best serves the City's needs considering net costs to the City, technical feasibility and reliability, financial condition, resources, risk allocation, and experience in similar recycling operations. The City reserves the right to reject all proposals.
The Draft RFP may be obtained at the City of Buffalo Department of Public Works, Parks and Streets, 616 City Hall, Buffalo New York, 14202 and is also available online at the City of Buffalo Website www.city-buffalo.com <http://www.city-buffalo.com/>. Notice is hereby given that there will be a pre-proposal meeting at 10:00 a.m., November 6, 2009, room 502, Buffalo City Hall.
The City will receive draft RFP comments at the City of Buffalo Department of Public Works, Parks and Streets, 502 City Hall, Buffalo, New York 14202 until 2:00 p.m. December 23, 2009.
Notice of Acceptance of Draft Generic EIS and Public Hearing
Chautauqua County - The County of Chautauqua Industrial Development Agency (CCIDA), as lead agency, has accepted a Draft Generic Environmental Impact Statement (EIS) on the proposed Ripley Interstate Site Development Project. A public hearing on the Draft Generic EIS will be held on November 10, 2009 at 2:00 p.m. at Ripley Town Hall, 1 Park Avenue, Ripley, NY 14775. Written comments on the Draft Generic EIS may be submitted at the public hearing and/or submitted in writing. Written comments must be received by 5:00 p.m. November 23, 2009 to be considered in the Final GEIS. A hard copy of the DGEIS is available at the Ripley Town Hall, 1 Park Avenue, Ripley, NY 14775 and the CCIDA at 200 Harrison Street, Jamestown, NY. The online version is available at http://www.ccida.com. The action involves undertaking the acquisition and consolidation of several individually-owned large undeveloped parcels into one 170± acre parcel (the "Site") and the preparation of the Site and installation of utility infrastructure to develop a "shovel-ready" parcel that will accommodate a 1,000,000 square feet distribution warehouse center or light manufacturing facility. The project area is generally bounded on the north by the New York State Thruway; on the south by New York State Route 20; on the west by Shortman Road; and on the east by Barnes Road in the town of Ripley, NY.

Notice of Acceptance of Draft EIS and Extension of Public Comment Period
Erie County - The Empire State Development Corporation, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Canal Side Project. Written comments on the Draft EIS will be accepted until November 17, 2009. The DEIS is available at the following locations: ECHDC, 95 Perry Street, Buffalo, NY 14203; and the Buffalo & Erie County Public Library, Central Branch, Lafayette Square, Buffalo, NY 143203. The online version is available at http://www/eriecanalharbor.com. The action, which will comprise $300 million in public/private investment, consists of the development of 1,075,000 square feet of commercial (retail, lodging, office), cultural and residential space. The Project Area would be designed to emphasize downtown Buffalo's connection to the Lake Erie waterfront through the construction of a network of interpretive elements evoking the charater and vibrancy of historic canals that once crossed the area including segments of the Erie Canal, the Commerical Slip and the Prime Slip. Anchored by a Bass Pro Outdoor World store, the proposed project would provide various year-round offerings and experiences including restaurant, entertainment venues, retail outlets, cultural attractions, public spaces and increased access to the Buffalo River.
Parking in the Project Area would be consolidated within several parking garages, with a few small surface lots and a limited number of on-street parking options also available. In total, approximately 2,613 parking spaces would be provided within the Project Area. The project is located at the foot of Main Street in the City of Buffalo, New York.
