Project Description:

The proposal is for a 20 foot vertical height increase with modified side-slopes at the existing Clinton County Landfill. The final maximum elevation of the existing, active landfill would be increased from 764 to 784 feet above Mean Sea Level, which is the same final elevation as the previously permitted final elevation of the landfill's Phase V, currently under construction. The proposal includes a request for variance from Solid Waste Management Regulations 6 NYCRR Part 360 to allow for final waste placement at 2.7 H : 1V. Part 360 allows for side slopes no-steeper than 3H : 1V, thus the variance is needed. As the waste mass settles the side-slopes would return to 3H : 1V. The purpose of the modification is to add waste capacity and allow more efficient use of existing landfill space. The landfill is located on the north side of Sand Road, approximately 1.3 miles west of Morrisonville.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Clinton County

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The Town of Indian Lake proposes improvements to the Town of Indian Lake Water District #2 to take an additional supply of water for use in the existing distribution system by the installation and operation of wells PW-1, PW-3 and PW-4 to augment existing well PW-2. The new wells will replace the existing infiltration gallery. A new water filtration system will be constructed. There will be no onsite wastewater discharge, as the backwash will go to a holding tank and will be trucked to a wastewater treatment plant. The maximum operating capacity of the three new wells will be 85, 90, and 90 gallons per minute respectively. WSA# 11,299.
