Negative Declaration
Jefferson County - The Village of Carthage, as lead agency, has determined that the proposed Adoption of Carthage Comprehensive Plan will not have a significant adverse environmental impact. The action involves the adoption of a comprehensive plan for the Village. The purpose of the plan is to provide a blueprint for the physical development of the village for the future. It prepares for potential residential and commercial development. The plan provides a framework for land development and land subdivision. It will also help assure that the growth of the area will be in concert with plans for infrastructure and road development and will protect natural resource values. Finally, it is hoped that other levels of government (state, county and other local governments) will find the plan useful in shaping their future development activities. It is the purpose of this plan to help others to plan and develop in accord with desires of the citizens of Carthage. The project is located throughout the Village of Carthage, New York.
