Project Description:

In an effort to improve agricultural drainage the Town of Penfield proposes to remove overgrown vegetation, vegetative debris and approximately 276 cubic yards of accumulated silt from a 5,150 foot section of Commission Ditch, a Class B waterway, located north of Penfield Center Road. The dredged material will be spread on adjacent agricultural fields and upland areas. Additionally, check dams will be installed in adjacent swales, allowing for the collection and removal of silt before it reaches Commission Ditch. Portions of the proposed project are located within NYS Freshwater Wetland PN-14, and the corresponding 100' wetland adjacent area.

The Town proposes to install approximately 100 feet of culvert and 50 feet of stone rip rap inlet and outlet protection to address a streambank erosion problem on a small Lake Ontario tributary. Approximately 250 cubic yards of material will be used to backfill the old stream channel following the installation of the culvert. The site is located within a regulated Coastal Erosion Hazard Area and the stone outfall protection will require the placement of fill (9' x 14') below the mean high water level of Lake Ontario.

The Department has received an application for a Clean Water Act Section 401 Water Quality Certification from the Village of Wolcott for improvements to the Central Village Storm Sewer System which is currently undersized. The Village proposes to improve the storm sewer system by installing approximately 7,200 linear feet of storm sewer piping on various Village streets, manholes and catch basins, regrading of the Village storm water detention facility located on the south side of Butler Street, and installation of a new outlet pipe to Mill Pond. The proposed regrading of the storm water detention facility will involve removal of 0.13 acres of federal jurisdictional wetland.
