The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0036790), pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS).
The East Oneida Sewer District Wastewater Treatment Facility is a publicly owned treatment works that is located in the Village of Sylvan Beach, Oneida County. The facility has an average design flow of 2.0 MGD. Current treatment includes physical and chemical, such as addition of Aluminum Chloride for phosphorus removal, flocculations, clarifiers, multimedia filtration, activated carbon columns, and chlorination (seasonal). Sludge is taken from the clarifiers to the sludge thickener to aerated storage tank and passes over the belt filter press. The incineration furnace can also be used. The facility has surface discharge to Fish Creek, a Class C water.
The following changes to the permit are proposed: Daily maximum monitoring has been added for flow, ammonia, nitrogen TKN, phosphorus, and temperature. Daily maximum limit has been change for total chlorine residual based on water quality guidance. Seasonal disinfection has been done from May 1 to October 31. Quarterly WET testing has been added.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
