Project Description:

The applicant proposes an expansion, by 4.9 acres towards the northeast, of an existing permitted sand and gravel mine for a total life of mine area of 61.2 acres. The mine site is located on the west side of Briggs Street Road, 2,500 feet north of Little Briggs Street Road and is part of a 191.88 acre parcel owned by Judith Stark. The scope and method of mining in the proposed 4.9 acre area will be the same as in the currently permitted areas, including mining below the water table, with final reclamation of the entire site resulting in a 30.3 acre pond complex and the remainder reclaimed to grass and vegetative cover.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 0094366), pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS).

The Lake George Wastewater Treatment Plant is located in the Village of Lake George, Warren County. The facility has a design flow of 1.75mgd. The treatment consists of primary settling, trickling filters followed by chemical addition and secondary settling. Discharge is sent to sand percolation beds. Sludge is anerobically digested and dewatered by a belt press. The sludge is transported to Washington County Compost Facility or Glens FallsWastewater Treatment Plant. The facility has discharge to groundwater.

The following changes to the permit are proposed: Separate outfalls were created for groundwater monitoring wells (GMW B and GMW C). Monitoring and reporting requirements for parameters were added for those wells. Effluent limits and monitoring requirements for parameters at Outfall 001 have been changed. A Short Term, High-Intensity Monitoring program has been added within a Schedule of Compliance. A Monitoring Locations Map for Outfall 001, GMW B and GMW C has been added.
