Negative Declaration

Dutchess County - The Town of Red Hook Planning Board, as lead agency, has determined that the proposed Colnaghi Lot Line Alteration will not have a significant adverse environmental impact. The action involves the conveyance of 0.67 ± acres of land from a 7.55 ± acre parcel to a 5.27 ± acre, and conveying 0.508 ± acres of land from the afore-mentioned 5.27 ± acre parcel of land to the afore-mentioned 7.55 ± acre parcel in the Town's RD 3 District and Scenic Corridor Overlay District. The project is located at New York State Routes 199 and 9G in the Town of Red Hook, New York.

Dutchess County - The Town of Stanford Planning Board, as lead agency, has determined that the proposed 317 Main Mall Corp. - Farmer's Market will not have a significant adverse environmental impact. The action involves the development of site improvements and minor building renovations to accommodate office space and sales areas for a farmer's market in a portion of an existing historic building (which is listed on the National Register of Historic Places) and its existing garage located in the Rural Center District. This is a segmented SEQRA review limited to the proposed farmer's market and any such future commercial use of the building shall be subject to separate SEQRA review. The project is located at 6031 Route 82 in Stanfordville, Town of Stanford, New York.

Dutchess County - The Town of Stanford Planning Board, as lead agency, has determined that the proposed Millbrook School Master Plan Phase II will not have a significant adverse environmental impact. The action involves an amendment of a special use permit issued in 1994 for a private secondary school, for approval of Phase II of the Millbrook School's Master Plan. Phase II will involve expansion and renovation of existing buildings, as well as construction of additional faculty housing, athletic fields, and other improvements. The project is located on Millbrook School Road in Millbrook, Town of Stanford, New York.

Orange County - The Town of New Windsor Planning Board, as lead agency, has determined that the proposed Patriot Bluff Development will not have a significant adverse environmental impact. The action involves a site plan and Subdivision approvals to permit the construction of a 178 unit residential devlopment to be known as Patriot Bluff. The project is located southwest of the intersection of Union Avenue and New York Route 32 in the Town of New Windsor, New York.

Positive Declaration and Public Scoping

Westchester County - The Town of North Castle Planning Board, as lead agency, has determined that the proposed 11 New King Street Airport Parking Facility may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on November 30, 2009 at 7:00 p.m. at the Whippoorwill Hall, Town of North Castle Public Library, 19 Whippoorwill Road East, Armonk, NY 10504. The action involves an application from 11 New King Street, LLC to construct a parking structure. The proposed project involves two adjacent parcels. The proposed parking structure would be constructed on a 2.47 acre lot. The purpose of the proposed project is to provide off-site structured parking for primarily Westchester County Airport (HPN) and alleviate an existing shortage of parking for airport customers. The proposed multistory parking structure would have a footprint of approximately 52,000 square feet and a height of approximately 55 feet. The parking structure would be designed to accommodate up to 1,450 automobiles in a combination of valet/self-park/automated manner. The Zoning classification of the property is Industrial AA (IND-AA) in the Town Code of the Town of North Castle. As part of the proposed project, the Applicant is submitting a petition to amend the Town's Zoning Code to permit structured parking as a special permit use in the IND-AA Zoning District. It is anticipated that the proposal will require the following approvals: site development plan, wetlands permit, tree removal permit and zoning text amendment from the Town of North Castle; Westchester County approval for sewer, potable water connections and roadway improvements; New York State approval for roadway improvements and stormwater measures; New York City approval for development within the Kensico Reservoir Watershed and Federal Government approval (FAA) for the proposed building height and new building construction. The project is located at 11 New King Street in the Town of North Castle, New York.

Westchester County - The Mount Pleasant Planning Board, as lead agency, has determined that the proposed Taconic Tract may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted by the contact person listed below until 4:30 p.m. on October 16, 2009. The action involves the subdivision of apporoximately 30 acres to create 16 building lots in a clustered subdivision layout. The project is located at Carlton Avenue and Washburn Road in the Town of Mount Pleasant, New York.
