Project Description:

To alleviate flooding of agricultural fields caused by stream blockages, the applicant proposes to restore stream flow by removing approximately 1,200 yards of vegetation and sediment from Paddleford Creek and two drainage ditches that are located within the Class II, state regulated Freshwater Wetland, CG-11, and spread the spoil material on the adjacent farm field and existing berm located within the adjacent area of the wetland. The project site is located on the east side of Brickyard Rd. in the Town of Canandaigua, Ontario County.

Project Description:

The applicant, Dolomite Products Company, Inc. proposes to modify an existing permit for the quarry located on Atlantic Avenue in the Town of Walworth. The mine currently operates as a drill and blast surface excavation of dolomitic and shale bedrock. Shot rock is excavated by mechanical equipment, standard for this type of mining operation and materials are then transported to an aggregate processing facility currently located within the mine. The facility also includes two asphalt plants that produce bituminous products utilizing aggregate materials derived from the mining operations. The modification consists of a request to expand the mine to the north, east, and west to the full extent of Dolomite Products Co., Inc property. The current 167 acre Life-of-Mine will be expanded to approximately 416 acres, an increase of 249 acres. The mining expansion will occur in nine phases over the operational life of the mine. No significant operational modifications are proposed for this mining activity as a part of this application. The reclamation proposed is a 364 + acre lake. Upland reclamation will include replacement of stockpiled topsoil and reseeding with an approved USDA SCS seed mixture to stabilize banks. Unaffected land will remain agriculture or forested.

State Environmental Quality Review (SEQR) Determination:

A draft environmental impact statement has been prepared on this project and is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
