Negative Declaration

Dutchess County - The Village of Tivoli Planning Board, as lead agency, has determined that the proposed Tieger Accessory Apartment will not have a significant adverse environmental impact. The action involves the site plan and special use permit approval for the conversion of existing office space located on the second floor of a commercial building into an accessory apartment. The project is located at 48 Broadway in the Village of Tivoli, New York.

Orange County - The Village of Maybrook Board of Trustees, as lead agency, has determined that the proposed Adoption of an Update to the Village of Maybrook Comprehensive Plan will not have a significant adverse environmental impact. The action involves the proposed adoption of an update to the Village of Maybrook Comprehensive Plan. The Comprehensive Plan is a document that will set forth the vision of the Village regarding the regulation of the use of land in the Village by zoning and other methods for the purpose of protecting the public health, safety and general welfare of the Village residents. The project is located in the Village of Maybrook, New York.

Rockland County - The Rockland County Solid Waste Management Authority, as lead agency, has determined that the proposed Clarkstown Solid Waste Facilities Improvements will not have a significant adverse environmental impact. The action involves improvements to be made by the Rockland County Solid Waste Management Authority (Authority) to the Clarkstown Solid Waste Facility which the Authority will be acquiring from the Town of Clarkstown. These improvements will include:

• installing new scales and a scalehouse;
• repairing the existing transfer station structure, doors, lights and employees area;
• restoring the integrity of the landfill membrane cap at its point of attachment;
• constructing the transfer trailer staging pad;
• replacing the existing maintenance building;
• replacing the existing mangement of the yard waste leachate pond;
• providing ongoing wetlands protection;
• diverting an existing streambed;
• providing public yard waste drop off and mulch and compost pick up facilities;
• moving the recyclables transfer area;
• regarding the Route 303 entrance area;
• adding turning lane and a second entrance lane into the site;
• upgrading the roadway onsite;
• instituting odor control measures;
• improving drainage and stormwater management;
• creating aesthetic improvements;
• providing traffic safety measures.

The project is located at 166 South Route 303 in the Town of Clarkstown, New York.

Positive Declaration and Public Scoping

Putnam County - The Town Board of the Town of Southeast, as lead agency, has determined that the proposed Crossroads 312, LLC may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted until October 19, 2009. A public scoping session will be held on October 8, 2009 at 7:30 p.m. The contact below will provide a location. The action involves the proposed adoption of amendments by the applicant, Crossroads 312, LLC, to the Town's Zoning code specifically to rezone certain properties from the Rural Commercial (RC) Zoning District to a proposed new Focused Highway Commercial (HC-1A) Zoning district. The amendments would create new dimensional standards and Special Permit Criteria for development within the proposed HC-1A Zoning District. The project is located at the southeast corner of NYS Route 312 and Interstate 84 in the Town of Southeast, New York.

Westchester County - The Millwood Board of Commissioners, as lead agency, has determined that the proposed Millwood Firehouse may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments will be accepted through October 30, 2009 and should be directed to: Hala Makowska, Millwood Board of Fire Commissioners, P.O. Box 140. Millwood, NY 10546. A public scoping session will be held on October 14, 2009 at 7:30 p.m. at the Millwood Fire Station No. 1, 60 Millwood Road, Millwood, NY 10546. Copies of the draft scoping document can be obtained at Fire Station No. 1 or on-line at: www.millwoodfiredistrict.org.

The action involves the construction of a new, approximately 20,000 square foot firehouse to replace existing Fire Station No. 1. The proposed firehouse would be located on a 9 acre parcel approximately 500 feet east of the existing Fire Station No. 1. The project is located at 60 Millwood Road (NYS Route 120/133) in the Hamlet of Millwood, Town of New Castle, New York.
