Project Description:

Pursuant to an Order on Consent issued by the NYSDEC, Central Hudson Gas and Electric proposes to conduct remedial action on the former manufactured gas plant (MGP) site, between South Water Street and the Hudon River (H portion, Class B) and a portion of the Hudson River below the Mean High Water level just offshore from the City of Newburgh Sewage Treatment Plant. Activities will include installation of an inland barrier wall of steel sheeting, construction of a collection trench along the bank of the Hudson River to contain and collect Non-Aqueous Phase Liquid (NAPL ) coal tar, and decontamination support activities. Dredging will occur in an area further offshore, where sediments were impacted by NAPL and polycyclic aromatic hydrocarbons (PAHs), totaling up to 26,000 cubic yards, and then the area will be backfilled with suitable imported soil to approximate pre-remediation bathymetry. A Memorandum of Agreement has been established between the US Army Corp of Engineers, the NYS Office of Parks, Recreation and Historic Preservation and the Applicant regarding the recovery of significant archeaological information from historic properties within the Hudson River.

The applicant proposes to replace an existing bridge with a new concrete span bridge and reconstruct the concrete dam spillway from Lake Askoti (Class B), including construction of new concrete abutments and headwalls and construction of new rip-rap embankment protection, in conjunction with the realignment of approximately 900 linear feet of Seven Lakes Drive. Project Description:

The New York City Department of Environmental Protection (NYC DEP) proposes to implement various water quality improvement measures within a 2000 linear foot portion of the Whippoorwill Stream between King Street and Nanny Hagen Road. The proposal includes the construction of 11 in-stream rock and log structures (cross vanes, j-hooks, and w-weirs), the placement of rip-rap at select locations, and stream side plantings, all with the intent to reduce the contribution of total suspended solids to the Kensico Reservoir. To facilitate construction an access road the length of the project area (approximately 2,000 linear feet) will be constructed. The access road will impact approximately .29 acres within the 100 foot adjacent area of NYS Freshwater Wetland GO-10 (Class 1); no disturbance within the wetland proper is proposed. All areas impacted by the access road will be fully restored with appropriate plantings upon project completion.
