Applicant proposes to form a new water district, to be be known as the Colonie Country Club Estates Water District, which will serve a proposed 40-lot residential subdivision to be located at 141 Maple Road (Route 85A), across from Douglas Lane, Town of New Scotland, Albany County, New York. The project will involve the taking of up to 34,400 gallons of water per day from the Village of Voorheesville's permitted water supply system and will require the installation of approximately 5,460 feet of distribution mains and service connections as well as valves, meters, 8 fire hydrants and all necessary appurtenances.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: New Scotland Town Planning Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The applicant proposes to use aquatic herbicides to control the invasive species Common Reed (Phragmites australis) and Japanese knotweed in Ramshorn Marsh (aka Catskill Marsh) which is located south of the mouth of Catskill Creek along the Hudson River in the town of Catskill, Greene County. The proposal will help restore the native vegetation in the freshwater marsh by using a glyphosate-based herbicide (AquaPro) during the late summer and fall to minimize the spread of the invasive species.
