Project Description:

The applicant proposes to upgrade and expand the Great Neck Water Pollution Control District's Wastewater Treatment Plant, decommission the Village of Great Neck's Wastewater Treatment Plant and construct an inter-municipal sanitary sewer to divert flow from the decommissioned Village of Great Neck plant. The proposed project has been designed to preclude the interruption of wastewater treatment during construction and to minimize disturbance to the adjacent area of the Manhasset Bay tidal wetlands. The site is located adjacent to the Manhasset Bay at 236 East Shore Road, Great Neck, Nassau County (Tax Map 2/349/5).

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to apply the aquatic herbicide Renovate 3 (Trichlopyr) to control the common reed (Phragmites communis). Three seasons of mowing the experimental area succeeded in reducing the density of the Phragmites strands and fostered the growth of the native mosaic including Sedge, Rush, Salt Meadow Cordgrass, Marshmallow, Groundsel, and Hightide Bush. The aquatic herbicide is proposed to be applied selectively to isolated Phragmites stems in order to remove this species while ensuring the survival and further reproduction of the native plant species. The overall goal of this regimen is to completely remove or reduce Phragmites levels to the point where early season natural inter-specific competition will replace the need for ongoing herbicide applications. The site is located in a NYSDEC regulated freshwater wetland and adjacent to a NYSDEC regulated Tidal Wetland along a private road at West Harbor, 2200' north of Oriental Avenue on Fisher's Island, Town of Southold in Suffolk County, SCTM# 1000-007-32-02.
