Negative Declaration

Chenango County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Drilling Permit Application for Nornew, Inc. Proposed Khoury, M. 1H will not have a significant adverse environmental impact. The action involves the drilling of a natural gas well in the Chenango County Agricultural District #03. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of the NYS DEC. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 116,250 square feet or approximately 2.67 acres. After the well has been drilled, it will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 25,950 square feet or approximately 0.6 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. The project is located approximately 3,300 feet south of Coye Hill Road and 1,200 feet east of Smith Road in the town of Smyrna, New York.

Oswego County - The City of Oswego, as lead agency, has determined that the proposed Restore NY 11 Harbor Revitalization - Part A-Waterfront Square will not have a significant adverse environmental impact. The action involves the demolition of an existing building. The project is a Brownfield site and provides for construction of a new three story building with 24 new residential apartments and 8,000 square feet of retail space on the first floor of the building. The project is located at 68 West First Street in the City of Oswego, New York.
